Director of Propane Education & Research CouncilHow do we reduce emissions today? Our world cannot wait for a perfect tomorrow - "someday" all-electric will be renewable and cleaner. For some disadvantaged communities, and those communities are often close to ports, that day may take even longer to achieve. We need to achieve emissions reductions today. This presentation will focus on how propane can decarbonize ports today. Propane is currently being used in a variety of engine applications including port tractors, forklifts, telehandlers, light- and medium-duty fleet vehicles, and commercial generators. Propane is readily available to inland and coastal ports and it's carbon footprint is cleaner than the electric grid.
Propane reduces more emissions per dollar spent than any other fuel, benefiting both the environment and your bottom line. In addition, propane:
o Reduces GHG and carbon dioxide emissions
o Reduces air pollutants like carbon monoxide and nitrogen oxides
o Produces significantly fewer emissions than diesel or gasoline
o Propane reduces CO2 emissions by 16 percent compared to diesel generators
Unlike gasoline and diesel, propane is non-toxic and does not contaminate air, land, or water resources.
There is a time value of carbon emissions and mother nature cannot wait for us. We need to reduce emissions now and propane can provide part of that answer today.

Director of Current Operations at Coast Guard Cyber Command (CGCYBER)CDR Kerry Feltner, a native of Pensacola, FL, enlisted in the U.S. Coast Guard in 1995. He served as an Avionics technician and C-130 Navigator until he was commissioned in 2001 through the U.S. Coast Guard Officer Candidate School.
As a Command, Control, Communications, Computer, Cyber and Intel (C5I) officer, highlights of his service include assignments as C4IT Department Head USCG Base Honolulu HI, USCG Navigation Center, Deputy Chief of the CG Computer Network Defense/Operations, U.S. Cyber Command J23 as the intelligence officer in charge - Joint Operations Center, USCG headquarters C5I Program Reviewer in the Office of Budget and Programs, attended Senior Service School at National Defense University, served as the Deputy Director of the Department of Homeland Security Joint Cyber Coordination Group, and is currently the Director of Current Operations at Coast Guard Cyber Command.
He holds a B.S. in Computer Information Systems, an M.S. from George Mason University in Information Systems Management, an M.S. from National Defense University’s College of Information and Cyberspace and is a Certified Information Systems Security Professional (CISSP).

Before his position in sales, Gully worked with Sudden Service, Inc., the aftermarket parts and service company, as product support manager. Peter Simons is currently the Supervisory Transportation Specialist in the Office of Port Infrastructure Development at U.S. Maritime AdministrationPeter Simons is currently the Supervisory Transportation Specialist in the Office of Port Infrastructure Development, U.S. Maritime Administration. In that capacity, he manages the office’s engineering and transportation specialist staffs in their administration of all Department of Transportation grants awarded to ports. He is also the lead for MARAD’s Port Infrastructure Development Grant Program, supervising all administrative aspects of the program from notice of funding opportunity development through grant award announcement.
Prior to joining the Maritime Administration, Mr. Simons served at the ports of Galveston and Texas City, Texas. He is a veteran of the Coast Guard, having served in a variety of assignments, both ashore and afloat and as a law specialist and judge advocate. He is also a licensed merchant mariner and received his Professional Port Manager certification from the American Association of Port Authorities in 2019.

Member at Cozen O'ConnorThe Ocean Shipping Reform Act of 2022 (OSRA 2022) brought about the first sweeping change to Federal Maritime Commission's (FMC) regulatory authority in nearly four decades. We will provide NAWE members with an update to the FMC's efforts to implement its OSRA 2022 authorities through the rulemaking process, as well as provide insights on NAWE's strategy to mitigate the risks to marine terminal operators arising from the Commission's efforts.
We will also discuss the associated challenges that have arisen from OSRA 2022, including numerous federally-mandated data collection efforts aimed at ocean carriers and marine terminal operators, and a notable increase in demurrage and detention enforcement actions and reparations claims.
