The Ministry of Finance is working with various parties to seek views on socio-economic issues and proposed solutions for input into formulating the 2021 National Budget. In regard, the BMCC has been invited to submit a Memorandum for input into the preparation of the 2021 Budget which is expected to be tabled in Parliament in early October 2020. 

Hence we are now gathering issues and recommendations from our business community for inclusion in the Memorandum. We look forward to hearing your feedback in the questionnaire above, or click here to access.

A Dialogue with H.E. Charles Hay. MVO

Last week, the BMCC organised an online dialogue between several UK member companies and H.E. Charles Hay, British High Commissioner to Malaysia. In the session, Charles shared the High Commission's efforts during COVID-19 as well as the Department for International Trade's role in supporting UK businesses in Malaysia. These include assistance through consular support services, the procurement of Personal Protection Equipment (PPE) and reporting on regulatory environments. BMCC Chairman Andrew Sill who hosted the dialogue took the opportunity to share on the Chamber’s efforts since the implementation of the MCO. Andrew shared how the Chamber staff, all working full time from home have been keeping busy on advocacy and engagement efforts with the Government and its relevant agencies, conducting surveys on the impact of COVID-19 to businesses to understand members needs, keeping our members updated regularly on the Government’s new policies and updates under MCO as well as organising a series of webinars on the Impact of COVID-19.

Our members, representing various sectors shared too on how their industries are coping with the impacts felt by the pandemic, and particular challenges faced. The Education sector for instance feels student enrolment and recruitment to be the biggest challenge due to uncertainties over the physical reopening of schools. Lecturer work permits, examinations and online studying remain underlying concerns. In retail, our members feel the biggest challenges pertain to rental, in particular negotiating landlords and mall tenants. The level of subsidies is also concerning whilst a continuance of staff pay will be upheld despite 2 months of non-operation. The sectors of healthcare and energy, oil & gas view waste management as their biggest challenge. Several other challenges were highlighted from other sectors including cash flow issues, IT dependency and reliability through handling large files, the challenges of keeping thousands of employees gainfully employed and working from home, as well as an in-balance in operations with non-approvals by the Government to operate during the MCO.

Survey On The Impact of COVID-19 To Businesses: A Summary On The Responses

The BMCC would like to bring your attention to the feedback that we have gathered from our business network through a survey conducted on the impact of COVID-19 and the Movement Control Order (MCO) to businesses. Conducted between 30 March to 10 April 2020, this survey provides us an updated picture now that businesses have had time to better understand the impact of the outbreak on their operations.

Mental Health: Adapting in Challenging Times (Webinar, 6 May)

This Webinar aims to provide an opportunity for attendees to understand better current and existing mental health challenges and to gain knowledge and techniques to start to address these. Ministry of Higher Education: FAQ on Movement of Returning Students
This FAQ released by the Ministry of Higher Education covers the movement of students returning from public or private universities, polytechnics, and community colleges. These include:

A. Procedure on returning / movement of students
B. Welfare of students
C. Continuation of studies

Royal Polis Malaysia: Travel permit applications with "Gerak Malaysia" app
Royal Polis Malaysia: Travel permit applications with
The Gerak Malaysia app is only for those who are stranded in their hometowns since the enforcement of the MCO, and would like to return.

The period for permitted interstate travel is between May 1 and 3 and all motorists must plan their trips accordingly.

This app will help mitigate the public from leaving their homes to make applications at police stations. For successful applications, a unique QR code will be generated and scanned at police road blocks. This app will also help the police estimate the number of vehicles that will be on the road and provide for a smoother journey.

Home based workforce turns to telehealth: International SOS expands TeleConsultation to 17 Countries and Territories Worldwide

As the COVID-19 situation evolves, telehealth is being rapidly adopted by organisations around the world to provide healthcare for employees both domestically and those still overseas. In March, International SOS experienced an almost four-fold increase in TeleConsultation case volumes. The organisation has also introduced TeleConsultation in the Philippines, to now be available in 17 countries and territories worldwide. The service provides fast access to a local doctor via video, without the need to physically visit a local clinic or hospital, therefore avoiding the potential exposure to COVID-19 or putting additional strain on healthcare systems. More breathing time – and space – for Malaysian companies in difficult times

The Malaysian Government has on the 22nd April 2020, gazetted the Companies (Exemption) Order 2020, which came into effect on 23rd April 2020 and remains in effect until 31st December 2020. The Order extends the time period under s.466(a) of the Malaysian Companies Act 2016 from 21 days to 6 months, by giving companies an additional 5 months to pay creditors upon a demand, before such companies can be deemed unable to pay its debts ie. insolvent under the deeming provision of the Act. Companies should note however that the Order has no impact on enforcement actions.

Corporate Debt Moratorium of 6 Months During COVID-19

The Exemption Order gazetted on 23 April, 2020 now prescribes that the minimum indebtedness under the Act is increased from RM10,000 to RM50,000, raising the threshold by 500% for the Prescribed Duration (a change considered long overdue in any case, as it was out of step with other insolvency laws)The Exemption Order also exempts compliance with the 21 days demand period, permitting compliance within 6 months from the demand instead.
