Malaysia Continues to be the Investment Destination for High-Value Manufacturing and Global Services in Asia

On 8 February 2021, the Malaysian Industrial Development Authority (MIDA) refuted a report by Singapore Straits Times of Feb 5 giving the impression that foreign investors are fleeing Malaysia when in reality “lower net foreign direct investment (FDI) inflow is not an unfavourable signal given Malaysia continues to attract high levels of gross FDI”.

“The piece falsely indicates that the United Nations Commission on Trade and Development (UNCTAD) report confirmed what has been spoken of anecdotally,” MIDA said in a media statement.

MIDA stated that it has identified 240 high-profile foreign investment projects including Fortune 500 companies in the manufacturing and services sectors, with a combined potential investment value of RM81.9 billion.

According to the media statement, MIDA has also received RM47.7 billion worth of potential investments into the country. These projects, once approved, are expected to be implemented within the year 2021 to 2022.

Malaysia Offers COVID-19 Vaccinations to Foreign Residents, Undocumented Migrants

Malaysia will extend its free COVID-19 vaccination programme to all foreigners residing in the country, including students, refugees and undocumented migrants, the government said on Thursday.

In a statement on 11 February 2021, the Covid-19 Vaccine Supply Access Guarantee Committee said that the decision to include foreign nationals in the National Covid-19 Immunisation Programme — which will begin at the end of this month — is in line with its campaign theme of "Protect Oneself, Protect All".

It said that while Malaysians were the government’s priority it was necessary to ensure non-citizens were also vaccinated in order to achieve sufficient coverage to curb the spread of the virus.

The committee, however, said priority will be given to Malaysians, with the vaccination schedule for foreigners to be announced at a later date.

Malaysia’s GDP Contracts 3.4% in 4Q 2020 and 5.6% for the Year

Bank Negara Malaysia (BNM) and the Department of National Statistics (DOSM) announced on 11 February 2021 that Malaysia’s Gross Domestic Product (GDP) contracted by 3.4% year-on-year for the fourth quarter of 2020 (4Q 2020), compared to a decrease of 2.6% during the third quarter (3Q). The decline was attributed to the re-implementation of the Conditional Movement Control Order (CMCO) in October 2020 to curb the spread of the COVID-19 pandemic, involving almost all states, except Sarawak.

Overall, GDP for 2020 contracted by 5.6%, faring better than projections by international organisations such as the International Monetary Fund (-5.8%), the World Bank (-5.8%) and the Asian Development Bank (-6.0%).

Malaysia's financial position and prospects remain strong despite the challenging global credit rating assessment cycle throughout 2020. International credit rating agency Moody's has maintained Malaysia's A3 rating with a stable outlook in January this year.
