Updates on COVID-19 Related Government Initiatives #1 (23 July 2021)

The BMCC has recently been invited to a series of briefings conducted by the Ministry of Science, Technology and Innovation (MOSTI) and Ministry of International Trade and Industry (MITI). We are covering the following topics in this issue to keep our members abreast of the latest Government updates.

  • National COVID-19 Immunisation Programme (PICK) by MOSTI
  • Public-Private Partnership Industry Immunisation Programme (PIKAS) by MITI
  • Safe@Work Programme by MITI
 

National COVID-19 Immunisation Programme (PICK) by MOSTI

The following are key highlights from a briefing conducted by Minister of Science, Technology and Innovation, YB Khairy Jamaluddin, in a session organised by InvestKL on 22 July.

  • Entire adult population in Malaysia to be fully vaccinated by November 2021.
  • 100% of the adult population in Selangor and Kuala Lumpur to receive at least one dose by 1 August under Operation Surge Capacity, including those registered under PIKAS*.
  • Announcements will be made in a week’s time or two regarding quarantine requirements for expatriates who have been fully vaccinated abroad.
  • Vaccination programmes with other ministries such as PIKAS with MITI, transport sector with the Ministry of Transport, construction sector with CIDB and the Ministry of Works, and others will be ramped up in August.

*There is a caveat that the figures are only for the registered and documented population while there will be instances where individuals are undocumented migrants or refugees, or individuals who migrated into KL from other states and are not captured in the census.

Public-Private Partnership Industry Immunisation Programme (PIKAS) by MITI

The following are key highlights from a briefing conducted by Ms Vimala Murugan, Deputy Senior Director, Industrial Development Division, MITI, in a session organised by EuroCham Malaysia on 21 July.
  • PIKAS is initiated by MITI together with the National COVID-19 Immunisation Programme (PICK) to accelerate vaccination, focusing on the manufacturing sector and priorities are currently given to companies operating in high risk areas, especially in EMCO areas.
  • Companies are encouraged to register online via https://pikas.miti.gov.my.
  • Bigger companies are encouraged to register as an anchor company with an on-site PPV where they can also use their premises to vaccinate workers from across their supply chain to expedite the vaccination rate.**
  • MITI targets 90% of the estimated 2.23 million workers in the manufacturing sector to be fully vaccinated by end of September 2021.
  • Employers who have registered under Human Resource Development Corp (HRD Corp) may utilise up to 10% of their levy balance to purchase and administer Covid-19 vaccines for staff.
 
**Workers of companies in the Klang Valley should all be receiving at least 1 dose of vaccine by 1 August as briefed by YB Khairy.

 
Safe@Work Programme by MITI

The following are key highlights from a briefing conducted by Ms Vimala Murugan, Deputy Senior Director, Industrial Development Division, MITI, in a session organised by the Malaysian Dutch Business Council (MDBC) on 21 July.
  • An initiative by MITI that is voluntary/optional to empower employers to create a Safe Work Bubble to reduce risk of wide-spread transmission in the workplace.
  • Government to give extra tax breaks for workers' premises and accommodation to companies in the manufacturing industry, limited to RM50,000 per company.
