BMCC Seeks Government's Consideration on Our Vaccination-Related Recommendations
The BMCC has written a letter to the Government to seek its consideration of our recommendations for clear guidelines on the following vaccination-related issues, as Malaysia nears the vaccination rates which allow more economic and social activities to be reopened:
- Acceptance of vaccinations administered outside of Malaysia.
- Quarantine requirements for fully vaccinated individuals
- Reciprocal acceptance of vaccine certificates between Malaysia and its trading partners
In the letter, we emphasised the importance of having clear guidelines to help strengthen confidence amongst businesses as well as foreign investors and business partners. |

COVID-19-Related Updates
1) Ministry of Health Announces New Strategies for Mitigating Klang Valley Surge of COVID-19 Cases
The Ministry of Health announced in a media statement on 24 July 2021 that the Greater Klang Valley Special Task Force (GKVSTF) will focus on the following areas in a bid to stem the rising number of Covid-19 admissions that are burdening the health care system: - Clinical care
- Covid-19 Assessment Centres (CAC) and Home Monitoring
- Epidemiology
- Medical and General Logistics
- Frontliner Social Support Systems
- Human Resources and Finance; and
- Strategic Communications.
Notably, in pivoting towards mitigation and away from the late containment stage, positive cases without symptoms (asymptomatic) will be asked to undergo home isolation for 10 days and report themselves using digital home assessment tools such as MySejahtera, e-Covid or SELangkah Home Assessment tool.
Close contacts to asymptomatic positive cases are strongly advised to obtain a rapid Covid-19 test at either the nearest available clinic or via self-test kits, and self-isolate.

2) Briefing Session with MITI on the Public-Private Partnership COVID-19 Immunisation Programme (PIKAS) for the Manufacturing Sector The BMCC attended a discussion on 29 July 2021 along with other chambers of commerce and industry associations, chaired by Deputy Secretary General of the Ministry of International Trade and Industry (MITI), Dato' Seri Norazman Ayob, on the current COVID-19 vaccination rate among industries in Malaysia. It was a fruitful discussion and the following are key highlights for members’ information as well as consideration: - Ensure all employees are vaccinated.
- Walk-in vaccinations in Klang Valley are only for those who have not received any appointment on their MySejahtera app.
- No interstate travel for vaccination.
- Larger industries are encouraged to apply as on-site PPV to cater for the needs in their surrounding locality.

3) PIKAS List of Common Use Vaccination Administration Centres (PPV)
The Ministry of International Trade and Industry (MITI) has produced an infographic of the list of Common Use PPVs by state under the Public-Private Partnership COVID-19 Industry Immunisation Programme (PIKAS) on 23 July 2021.
4) NRP Portal and NRP Roadmap Infographic
The National Recovery Plan (NRP) portal has been set up to guide Malaysia through the COVID-19 Pandemic Crisis safely, providing up-to-date information and SOPs for the businesses and the public.

5) Yang di-Pertuan Agong's Media Statement on the Revocation of Emergency Ordinances
In a media statement of 29 July 2021, Yang di-Pertuan Agong Al-Sultan Abdullah Ri'ayatuddin Al-Mustafa Billah Shah expressed great disappointment with the government’s decision to revoke six Emergency Ordinances without his consent. The King also expressed dismay that the revocation of the ordinances was not presented in Parliament by the government.

6) Yang di-Pertuan Agong Proclaims Extension of Emergency for Sarawak until 2 February 2022
The Yang di-Pertuan Agong proclaimed a six-month emergency in Sarawak from 2 August to 2 February 2022 in a government gazette dated 30 July 2021, to combat the raging COVID-19 pandemic. This effectively suspends the state election, which was due within 60 days from 2 August 2021.

7) MDEC's Expats Service Centre Operation Hours Effective 2 August 2021
Effective from 2 August 2021, the Front Counter service of the Expats Service Centre including the Immigration Unit (Expatriate Services) at MDEC will be operating as follows:
Submission of Passports Monday - Thursday | 8.00am - 1.00pm Friday | 8.00am - 12.00pm
Collection of Passports Monday - Friday | 3.00pm - 4.30pm
8) Re-opening of Counter Services at ESD Putrajaya and MYXpats Centre Effective 2 August 2021
Please be informed that effective 2 August 2021, the counter services at the Expatriate Services Division (ESD), Putrajaya and MYXpats Centre at Mutiara Damansara will resume operation with minimal support for MYHelp appointments only.

Malaysia’s Total Trade Expands by 29.3% Y-o-Y to RM188.7 Billion in June 2021 – MITI
Malaysia’s trade performance continued the growth momentum in June 2021 with total trade increasing by 29.3 per cent to RM188.7 billion compared to that of June 2020, the Ministry of International Trade and Industry (MITI) said.
Senior Minister cum Minister of International Trade and Industry Datuk Seri Mohamed Azmin Ali said in a media statement on 28 July 2021 that exports recorded the 10th consecutive month of year-on-year (y-o-y) expansion since September 2020, registering a strong growth of 27.2 per cent to RM105.47 billion.

There have been rapid developments in judicial determination of housing laws in Malaysia in recent years. From recent cases, the interpretation of housing laws has skewed towards increased protection for homebuyers. In the recent High Court case of Dua Residency Management Corporation v Edisi Utama Sdn Bhd [2021] MLJU 140 (“Dua Residency”), the High Court was asked to decide on the issue of whether the management corporation of a condominium (“Management Corporation”) could bring an action against the developer of the condominium (“Developer”) for, amongst others, negligence predicated on defects and workmanship in several parts of the condominium. |
