Ms Constance See is Singapore’s Ambassador to the Republic of the Philippines since 7 June 2023.
Ms See was Director-General of the Southeast Asia II Directorate, Ministry of Foreign Affairs from March 2017 to March 2023. Prior to this, Ms See was the Deputy Trade Representative and Minister-Counsellor in the Singapore Trade Office in Taipei from February 2014 to January 2017. She also served as First Secretary (Political) in the Singapore Embassy in Washington from July 2005 to July 2008.
Since joining the Ministry of Foreign Affairs in 2001, Ms See has served in various capacities on issues related to Southeast Asia, International Organisations and South Asia and Sub-Saharan Africa.
Ms See graduated with a Bachelor of Arts from the National University of Singapore in 1997. She subsequently obtained a Master in Strategy and War Studies from King’s College, University of London, United Kingdom in 2000.
Ms See is married with two children.

Paul Taylor currently serves as the Senior Commercial Officer at the U.S. Embassy in Manila, Philippines. Between 2013 and 2022 he served in similar roles at the U.S. Embassies in Ghana and Indonesia. He brings to these positions more than twenty-five years of international business experience and strong knowledge of how the U.S. government can facilitate market access and development for U.S. companies in emerging markets.
Prior to his assignment to West Africa, Paul was the Director of the U.S. Commercial Center in Shanghai and the Deputy Principal Commercial Officer of the Consulate's Commercial Section. Previously he served as a Commercial Officer at the U.S. Embassy in Beijing, China, leading the U.S. Mission’s efforts to create greater market opportunities for U.S. firms in the Information and Communications Technologies industry. In this role he was involved in high-profile market access issues for U.S. internet companies, helped pave the way for one of the largest U.S. acquisitions in China’s IT hardware sector and smoothed operational difficulties for a major U.S. internet-based entertainment company. Paul is recognized within the U.S. business community as a thought leader on IT and telecom policy issues faced by foreign companies operating in China.
Mr. Taylor has spent most of the last 25 years in Mainland China, developing marketing and business development strategies for large and small U.S. companies. Between 2001 and his posting to Beijing, Mr. Taylor ran a consulting business in Shanghai, representing U.S. companies and government organizations in China. Prior to moving to China in the early 1990’s, Mr. Taylor worked for a member of the U.S. Senate, serving as deputy legislative director and covering international business issues coming before the Congress.
Mr. Taylor is a fluent Mandarin Chinese speaker. He received his undergraduate degree from Western State College of Colorado and his MBA from the University of Colorado.
Mangudadatu served as representative of Sultan Kudarat’s First District from 2016 to 2019 and in the lone district of the province from 2004 to 2007. Mangudadatu was elected as Sultan Kudarat governor from July 2007 to June 2016, implementing various initiatives and programs aimed at the development and progress of the province.
He was re-elected as governor, serving a second term from July 2019 to June 2022.
From July 1998 to June 2004, he served as the municipal mayor of Lutayan, Sultan Kudarat.
Mangudadatu pursued his college education at the South Western University in Cebu province where he obtained a Bachelor of Science degree in Physical Therapy.
In recognition of his outstanding achievements in his field and exemplary service to his fellowmen, Mangudadatu was conferred with an honorary Doctor of Philosophy degree from Sultan Kudarat State University.
Dr. Renato U. Solidum, Jr. is the Secretary of the Department of Science and Technology (DOST) of the Philippines. He has worked with DOST for the past thirty-eight (38) years and rose from the ranks. He started his professional career at the DOST – Philippine Institute of Volcanology and Seismology (PHIVOLCS) in 1984 after graduating with a BS in Geology degree from the University of the Philippines (UP) Diliman in the same year. He served at PHIVOLCS in varying capacities, starting as Science Research Specialist I and became its Director in 2003. He pursued his graduate studies at the University of Illinois at Chicago, USA, earning a MS degree in Geological Sciences at the University of Illinois, Chicago, USA and the Scripps Institution of Oceanography, University of California San Diego (UCSD), obtaining a PhD degree in Earth Sciences.
Ceferino S. Rodolfo, Ph.D. Undersecretary for the IDTPG of the DTI and Vice Chairman and Managing Head of the Board of Investments was awarded DTI’s Executive of the Year in 2014, after only a year of service in DTI. Since 2013 as IDTPG Assistant Secretary, Dr. Rodolfo has provided key support in authoring the country’s international trade strategy, and in coming up with the Philippine Trade Negotiation Agenda. In negotiating international trade agreements, he strengthened the One Country, One Voice program (OCOV), DTI’s institutional consultation mechanism, involving a broad range of stakeholders. OCOV significantly contributed to ensure the country’s readiness to pursue free trade agreements (FTAs) with key trading partners, address outstanding economic and trade issues, provide employment opportunities for Filipinos, particularly in rural areas, and maximize the benefits of economic integration.
His work also included the country’s substantive participation in various international fora, such as the Asia Pacific Economic Cooperation and the World Trade Organization (WTO), and heightened awareness of key DTI programs and initiatives geared towards strengthening the competitiveness of local industries, particularly micro, small, and medium enterprises (MSMEs). He communicated both the opportunities and challenges of the country’s various trade engagements to guide businesses, academe, government agencies, and civil society.
From 2000 – 2010, Dr. Rodolfo served as the Senior Policy Adviser for the IDTPG. He designed, developed, and facilitated stakeholder consultations, capacity-building programs, and undertook research on trade and industry. He also provided assistance in evaluating trade-related programs of development partners, specifically in the areas of capacity building, public advocacy, organizational development, and broadening stakeholder participation. He provided technical advice on the development of the country’s trade negotiating positions.
Dr. Rodolfo is the first Filipino participant in the Strategic Management Program of the Industrial Management Institute (IMI), sponsored by the IMI and by the Islamic Development Bank, held in Tehran, Iran in 1995. He is a faculty member of the School of Management (SMN) of the University of Asia and the Pacific (UA&P) since 1991 and was appointed Vice Dean of the SMN and Academic Director of the Advanced Management Program of the SMN in 2011. He also joined the International Faculty Development Program of the IESE Business School in Barcelona, Spain in 2007.
Dr. Rodolfo obtained his Economics Degree from the School of Economics of the University of the Philippines and his Master of Science in Industrial Economics, on full scholarship from the Hanns Seidel Foundation of Germany, from the Center for Research and Communication (CRC), now known as UA&P. He also holds a Doctoral Degree in Public Administration (DPA) from the National College of Public Administration and Governance of the University of the Philippines
Tereso O. Panga, known in PEZA and industry circles as Theo and by the initials T.O.P., was appointed by President Ferdinand R. Marcos Jr. as the first home-grown PEZA Director General on 23 March 2023.
DG Theo started as a Planning Officer III in 1998 and worked his way up to become the Deputy Director General for Policy and Planning in 2010, a position he held until his appointment as Director General. Throughout his career in PEZA, DG Theo was responsible for policy and planning, ecozone development, digital transformation, special projects and programs, and other eco-industrial initiatives.
DG Theo earned his Bachelor of Arts degree in Comparative Literature from UP Diliman in 1991 and his Master's degree in Industrial Relations from the same university in 2000. He also completed an Executive Course on Urban, Industrial, and Environmental Management at the National University of Singapore in 2009.
DG Theo is a 2015 Top 10 National Finalist at the annual Presidential Gawad Career Executive Service Awards for best performing career government officials as administered by the Career Executive Service Board. He also won the 2020 Best Policy Foresight Paper in the Executive Course on Leadership, Innovation, Communication, and Knowledge Management (CLICK) for third-level government officials as administered by the Development Academy of the Philippines. Recently, he has been recognized as a Heroes’ Outstanding Leader in Economic Development by Asia’s Modern Hero Awards Council (2023).
Juvy C. Danofrata is the Assistant Secretary of the Philippines Department of Finance (DOF), assigned to head the Fiscal Incentives Review Board (FIRB) secretariat. She has worked for 18 years in tax policy, direct taxes and fiscal incentives. In 2015, she was appointed as Director of the Domestic Finance Group and spearheaded the institutionalization of publishing the tax expenditures from investment incentives in the budget document of the government. She led the technical team which formulated the second package of the comprehensive tax reform program covering reforms in corporate income taxation and the fiscal incentives system. Juvy holds a Master's degree from the Lee Kuan Yew School of Public Policy, National University of Singapore.
Perry as he is known returned to the Philippines after 22 years being assigned in various foreign countries in the Military & Aerospace Electronics Industries. Perry has been with EMS Group for 18 years starting as Managing Director and currently the Chairman and CEO of the EMS Group of Companies. In 2023, Perry was appointed as a Private Sector Representative on the National Tripartite Industrial Peace Council, Department of Labor and Employment (DOLE)
Chandramogan “Chandra” Anamirtham is Vice President for Asia Head-Media Operations, leading the manufacturing sites in Philippines and Thailand for Back End Heads, in Malaysia and China for Media, as well as in Malaysia for Substrate. He is responsible to deliver Heads and Media for HDD manufacturing.
He has 20+ years of executive leadership experience in storage manufacturing, 16 years to today of which is at WDs Asia Head and Media Operations. Today he is the leader of the 16,000+ strong combined operations in the Philippines, Thailand, Malaysia and China.
During his leadership, the site has been awarded - the FIRST company in the Philippines - the World Economic Forum (WEF) Advanced Fourth Industrial Revolution (4IR) Lighthouse award and is now part of the Global 4IR Lighthouse network, serving as beacon to help manufacturers around the world to overcome the challenges in upgrading technology at scale in manufacturing. He champions the company’s participation in the Advanced Manufacturing Workforce Development Project (AMDev), a United States Agency for International Development (USAID) program by the Unilab Foundation (ULF), and the participation in the Second Congressional Commission on Education (EDCOM2).
He led the set up of the Business Continuity Management System for the factories to ensure operations resilience amidst recurrent natural and man-made calamaties, and recently the pandemic. He championed Process Excellence Six Sigma and Small Group Activity (SGA) practice across his organization, and recently, talent development for future leaders. The company is also recognized by the government and industry as Employer of the Year, Environment Project Awardee, Community Project (CSR) Awardee, and, Golden Achievement (Hall of Fame) Awardee over multiple years. He was also once awarded CEO of the Year. He is a recognized and much-consulted industry leader, especially of the Semiconductor and Electronics Industries of the Philippines (SEIPI).
With all the contributions for the Philippine business site and community, he received an honorary doctorate degree at the University of Batangas, Philippines. Foundational in his leadership, Chandra believes in four essential elements for a successful business:

Chandra earned his masters degree in Advance Business Management in University of South Australia and Chemical Engineering degree in University Technology Malaysia. He recently completed his Advanced Management Program at Harvard University. He is a trained executive coach and a certified Six Sigma Master Black Belt.
Outside his time leading WD’s 24/7 operations, he enjoys playing golf and reading books.
Mr. Arthur R. Tan is Senior Managing Director, President and CEO of AC Industrials and Chief Executive Officer Integrated MicroElectronics Inc., a subsidiary of Ayala Corporationrationration. He was a Senior Managing Director of Ayala Corporationrationration since January 2007 and was a member of the Ayala Group Management Committee since 2002. He was the Chief Executive Officer of Integrated MicroElectronics, Inc., a publiclylisted company, since April 2002. He was the President of IMI from April 2002 to June 23, 2016. Concurrently, he is also the Chairman of the Board and Chief Executive Officer of PSi Technologies Inc., President and Chief Executive Officer of SpeedyTech Electronics Ltd. and President and Chief Executive Officer of AC Industrial Technology Holdings, Inc. Prior to IMI, he was the Northeast Area Sales Manager and Acting Design Center Manager of American Microsystems Inc., from 1994 to 1998, of which he became the Managing Director for Asia Pacific RegionJapan from 1998 to 2001. He graduated with B.S. in Electronics Communications Engineering degree from Mapua Institute of Technology in 1982 and attended postgraduate programs at the University of Idaho, Singapore Institute of Management, IMD, and Harvard Business School. since 2018.

Prior to this role, Cocoy was head for Product Development & Management of Globe's Consumer products in broadband and mobile. He also held various positions in the areas of Sales, Presales, Product, and Business Development of Globe Business. Other work experience includes stints in Cisco Systems, Motorola, and Accenture.
He has an MBA from Ateneo, and is a cum laude graduate of Electrical Engineering from Saint Louis University.

Eric Francia is the president and chief executive officer of ACEN Corporation (PSE:ACEN). Under his leadership, Ayala established its energy platform from a standing start in 2011 to become one of the largest renewable energy platforms in the region, with ~4,500 MW of attributable renewables capacity and 18,000 MW of renewables pipeline across Asia Pacific.
Eric is also a senior managing director and member of the Management Committee and Investment Committee of Ayala Corporation.

He is a highly accomplished professional in the telecommunications industry, with over 19 years in the country’s leading telecommunications and digital services provider, PLDT. He graduated from De La Salle University Manila with a degree in Electronics and Communications Engineering.
Currently, he serves as the Vice President and Head of Product Management for Cloud Tech Services of ePLDT, the ICT subsidiary of the PLDT Group. He also played a pivotal role as the Marketing Head during the establishment of PLDT SME Nation, the company's small and medium enterprise business group. Since joining PLDT in 2003, Amil has held various leadership positions, including ICT Product Management Head of the Enterprise Product Management and Marketing Group, Global Solutions Head at PLDT Global Corporation, and Marketing Adviser for PLDT Subic Telecom and PLDT Clark Telecom. Throughout his career at PLDT, Amil has been a strong advocate for digital transformation within both the PLDT and Smart Group and its customers, positioning PLDT as a leading telecommunications and digital services provider in the country.
Dr. Tirso A. Ronquillo is an academic leader and manager, an established researcher, an innovator, an advocate of disaster risk management, an ASEAN engineer, and a full-fledged professor.
Armed with a Master’s degree in Electronics Engineering and Doctorate degree in Management, Dr. Ronquillo was appointed President of Batangas State University in July 2014, and was unanimously reappointed for a second term in 2018. As a university administrator, Dr. Ronquillo rose from the ranks, holding various administrative positions prior to his appointment as President: Dean of the College of Engineering, Architecture, Fine Arts; Executive Director of BatStateU Alangilan campus; Vice President for Academic Affairs; and Vice President for Research, Development and Extension. He pioneered Outcomes Based Education in the university, and spearheaded international accreditation of engineering programs under the terms of Washington Accord.
He has been actively contributing to society at large and in international academia. He has served two terms as the Director-General of the Education Bureau of Kaohsiung City Government under two different mayors (2003 -2004, 2006-2008). He established the Taiwan Education Research Association (TERA) in 2008 and the Global Association of Chinese Creativity (GACC) in 2015 and has served as President in both institutions since 2017. He is also the founding member of the World Education Rese arch Association (WERA) and has remained a council member ever since.
In July 2019, Dr. Ronquillo was re-elected as President of the Philippine Association of State Universities and Colleges (PASUC), thus leading all presidents of state -governed higher education institutions in the country in strategic planning and policy formulation. In his capacity as PASUC President, he has taken an active role in various milestone projects, one of which is the implementation of Universal Access to Quality Tertiary Education Act that provides free tuition and miscellaneous fees in state and local universities and colleges. He also forwards the creation of additional permanent position for faculty and employees, and other strategic initiatives for the continuous development of higher education institutions in the country

Throughout his professional journey, he has consistently demonstrated a commitment to delivering outstanding application support and comprehensive training to customers, empowering them with the expertise required for proficient tool operation.
In early 2020, Mr. Simon embarked on a new chapter in his career, assuming the role of Territory Sales Manager at Oxford Instruments. In this pivotal position, he takes charge of overseeing distributors spanning the dynamic landscape of Southeast Asia. He is dedicated to engaging customers and providing them access to cutting-edge Raman technology and solutions from WITec, driving the forward momentum of this exciting field of microscopy.
Dr. Louis Alarcon is the current head of the UP EEEI Microelectronics Laboratory, and he is currently working on developing next generation sensor networks, covering key technologies, including (1) low energy and low voltage integrated circuit (IC) design, (2) integrated and discrete energy harvesting for resilient, large-scale, and zero-maintenance sensor nodes and networks, and (3) scalable and intelligent frameworks for distributed sensor and network data processing.
He is supervising the following projects: (1) The SmartWire Project, funded by DOST-PCIEERD, (2) The RESE2NSE Project, in collaboration with UC Berkeley, and funded by CHED-PCARI. In addition to government funding, the Microelectronics Laboratory is also supported by our industry partner, Analog Devices, Inc. (ADI).
He is currently looking for new graduate students interested in joining our research group, specifically in the areas of (1) IC design (analog, digital, mixed-signal, and RF), (2) machine learning and artificial intelligence, (3) advanced embedded sensor systems, (4) energy harvesting and storage for sensor nodes, and (5) low-energy long-range and short-range communication systems for sensor nodes.
Ela Mina is ACEN Corporation’s Assistant Vice President for Commercial Operations, with two decades of experience in the Power Industry. Among her notable experience includes being an Energy Service Consultant for Schneider Electric - a Multinational Company for Energy Efficiency and Power Quality, a Corporate Relationship Manager Meralco, and now, the Head of Account Management and Operations for Renewable Energy Solutions of ACEN CORPORATION. A Graduate of Bachelor of Science in Electrical Engineering from Mapua Institute of Technology and a Registered Electrical Engineer since 2001.
Mr. Lau Wee Chee is a Product Manager from the Optical and Stylus division of Bruker Nano Surfaces, responsible for business and application development in Asia Pacific. He has helped customers develop metrology control processes in the semiconductor, PCB, and LED industries.
Mr. Lau joined Veeco Metrology in 1999 before Bruker acquired the Veeco Metrology division in 2010. He has more than 15 years of experience in the 3D surface metrology industry. Mr. Lau holds a Bachelor of Science in Electrical Engineering degree and obtained his MBA in 2006.
