The Idaho Association of Counties (IAC), formed in 1976, is a nonprofit, nonpartisan member service organization dedicated to the improvement of county government. It was designed and incorporated by county elected officials to provide services, research, uniformity, and coordination among member counties, in order for the county elected officials to serve their constituents better.

Event Details

Please join the Idaho Association of County Recorders and Clerks and the Idaho Secretary of State's Office as they bring you the 2024 Elections Conference! The conference will provide the latest election trends, information, and technologies. Vendors will be on-site to talk to you about their products and services. Looking forward to seeing everyone in Boise!

Accommodations

Please make your reservation in IACRC's room block at the Riverside Hotel by calling 208.343.1871 and indicating that you are with the Idaho Association of County Recorders and Clerks (IACRC) Elections Conference to get the group room block of $154/night.


IACRC will cover two (2) nights per person for hotel accommodations. The two nights will be applied to your hotel room invoice and the county will be responsible for the balance of the invoice.

State Registered Election Official Program

IACRC has teamed up with the Election Center to bring a State Registered Election Official (REO) program to the conference. This program is open to all attendees of the conference, and, after completing 8 classes in the program, you will graduate with the designation of (State) Registered Election Official. Please register for this year's course using the following link: https://www.electioncenter.org/reo.php?id=35. All costs are covered by the conference, but registration will allow the Election Center to keep track of your progress toward the certification.

Phil McGrane is a 4th generation Idahoan who loves this great state. His happy, honest approach to public service earned him the opportunity to serve as Idaho’s 28th Secretary of State. His career began in Ada County as an Elections Specialist, where he trained poll workers and counted chads, when we still voted on punch cards. As chief deputy and Ada County Clerk, he enjoyed sharing elections insights and analytics aimed at making elections and government more accessible and transparent. Phil’s various efforts in public service have been recognized and celebrated by TIME, Best Places to Work in Idaho, Accomplished Under 40, TEDxBoise, Fast Company, and even Food & Wine magazine, which featured his “food truck” voting concept.

Saul Seyler
Saul Seyler has served as the Elections Director for Ada County since 2020, working with a staff of 13 to ensure that Ada County’s 300,000 voters have the ability to vote in a convenient, safe, secure and transparent manner. With a background in both the law and operational logistics, elections administration has been a natural fit for Seyler who has overseen all aspects elections, recounts, runoffs, and audits. Driving organizational evolution is a hallmark of Seyler’s career, including working to update and standardize Ada County’s election procedures while building relationships with critical public and private industry partners. Seyler received his CERA Certification in August and continually seeks ways to improve the elections process for all stake holders through innovative approaches to the election administration challenges of the 21st century.

Jeremy Maxand (Executive Director of Living Independence Network Corporation)
Jeremy Maxand
Jeremy Maxand is the Executive Director of the Living Independence Network Corporation, one of Idaho’s three Centers for Independent Living. Originally from Southeast Alaska, Jeremy moved to Boise in the early nineties where he earned undergraduate degrees in Criminal Justice Administration and Sociology, and a graduate degree is Applied Historical Research from Boise State University. He holds a certificate from the University of Washington’s Evans School of Public Policy & Governance Nonprofit Executive Leadership Institute, and from the University of Missouri’s College of Human & Environmental Sciences, School of Architectural Studies, ADA Coordinator Training Certification Program. Jeremy has more than twenty years of nonprofit management experience, and 10 years in executive leadership. He currently serves on the Ada County Highway District ADA Advisory Committee, the City of Boise Cross-Disability Task Force, the Idaho State Building Code Board, the Idaho Access Project Board, the Idaho Advocates for Community Transportation Board, and the Idaho Volunteer Organizations Active in Disaster Board.

Thomas Hicks (Commissioner at U.S. Election Assistance Commission (EAC))
Thomas Hicks
Thomas Hicks was confirmed by unanimous consent of the United States Senate to serve on the U.S. Election Assistance Commission (EAC). He has focused on increasing youth engagement with the voting process and frequently speaks on issues such as cybersecurity, election official safety, and voter access. Under his leadership, the EAC developed a pocket-sized voter card that serves as a guide on voting rights for voters with disabilities. Prior to his appointment with the EAC, he served on the U.S. House of Representatives Committee on House Administration from 2003 to 2014. He recently completed the CERA program and received his J.D. from the Catholic University of America, Columbus School of Law, and his B.A. in Government from Clark University (Worcester, MA).
Jonathon Panek (Testing and Certification Director of U.S. Election Assistance Commission (EAC))
Jonathon Panek
Jon attended the State University of New York at Buffalo and received a Bachelor of Science in Electrical Engineering with a Minor in Computer Science Engineering. He is a career long tester with over 20 years of experience. He spent 15 of those years working as a Senior Engineer and Manager in the Gaming industry working on compliance testing of slot machine hardware, software, accounting systems, and online gaming platforms for domestic and international markets. Prior to joining the EAC in April of 2021, he spent 3.5 years as a Test Manager at SLI Compliance where he oversaw EAC voting system test campaigns, EMC/EMI testing, and assisted with state testing of voting systems and e-pollbooks.
