Mr. Ibrahim Ahmad Abdallah is a professional RPAS Operator currently serving as RPAS Inspector at the Tanzania Civil Aviation Authority (TCAA). With experience spanning over 8 years, he has demonstrated expertise in RPAS Management, ICT and he is a key in helping the industry in terms of RPAS technology against compliance with the Civil Aviation Regulations.
Mr. Abdallah holds a Bachelor Degree in Information Technology Application and Management from the State University of Zanzibar with First Class (Hons) (2018).
Actively engaged in the industry, he was nominated by Tanzania Civil Aviation Authority to work as a member of AFCAC (African Civil Aviation Commission) in RPAS areas; in addition to that he is the only approved RPAS GFT Examiner in Tanzania, also he is collaborating with the Authority’s Personnel Licensing Office by offering RPAS expertise to help managing RPAS Licenses issued by the Authority.
Mr. Abdallah holds a TCAA Remote Pilot License (HPL-001) and has an excellent career with a vast knowledge in RPAS technology with trainings in the following RPAS fields; using RPAS in humanitarian aids, health robotics, certification in both Fixed Wing and Multi Rotor RPAS .
Principal Aviation Security Officer at EAC-CASSOA
Philbert Furaha Bakilana is a long serving/seasoned lawyer and Aviation security expert, who worked as AVSEC Quality control and oversight/ inspector for more than ten years with CAA Tanzania, before joining Qatar Airways as AVSEC- Lead Officer Technical Standards and Compliance and Certified National Instructor by Qatar Civil Aviation Authority, at Hamad International airport in Doha. Currently, he is in charge of aviation security oversight functions for the Regional Safety Oversight Organization (RSOO), for the East African Community (CASSOA) based in Entebbe -Uganda. His main responsibilities include conducting support missions, coordination of development of model regulations, security programmes and guidance materials for the East of the East African Community Partner States to ensure compliance with international civil aviation security SARPs.
Tanzania National Parks (TANAPA)
Ms. Bgoya is an experienced aviation safety and security expert having served in both airports and airline industry for over 20 years. She has handled various roles including leading teams responsible for establishment, implementation and supervision of aviation safety and security systems, collaboration with regulatory authorities in ensuring aviation safety and security compliance, risk management and capacity building.
Based on her sound knowledge of ICAO policies, standards and recommended practices, she has been recognised as an ICAO short term expert in the East and Southern Africa Region. She has therefore represented ICAO in a number of technical assistance missions aimed at assisting states in enhancing the level of compliance with ICAO Standards and Recommended Practices in ICAO member states including Malawi, Lesotho, South Africa, Botswana, Kenya, Uganda and Tanzania, for effective implementation of states’ international obligations under the Chicago convention.
Ms. Bgoya holds a Masters degree in international law with international relations and has extensively trained in both leadership and technical areas of aviation safety and security with reputable organisations such as CATC Tanzania, ICAO, IATA and FAA. She holds various professional certifications including AVSEC Professional Manager by ICAO and Concordia University, John Molson School of Business - Executive Centre and has been an ICAO AVSEC Certified Instructor since 2005. Her other areas of expertise include quality management systems, audit, risk management, aircraft accident and incident investigation, root cause analysis, problem solving, emergency response plan as well as financial management, contract management, planning, project management, customer relations, human resource management, team building and coaching.
Having acquired experience from the Tanzania Airports Authority, Precision Air/Kenya Airways and ICAO technical assistance missions in various states, Ms. Bgoya is currently employed by the Tanzania National Parks (TANAPA) where she oversees aerodromes compliance with civil aviation safety, security and facilitation across national parks and has been instrumental in the organisation’s transformation process in terms of compliance, efficiency and collaboration with air transport stakeholders. She is also a member of the National Air Transport Facilitation Committee and has previously served as a member of the National Civil Aviation Security Committee for three years, chairperson of ground operations safety committee and a member of the crisis management team in the airline industry.
Chief Investigator of Aircraft Accidents at Ministry of Transport
Mr. Redemptus Peter Bugomola holds a MSc degree in Air Transport Management from Cranfield University, UK. His experience in aviation dates back some 33 years when he started working as a Licensed Aircraft Maintenance Engineer after graduating from the East African Civil Aviation Academy, Soroti, Uganda. In 1990 he joined the then Air Tanzania Corporation as an Aircraft Maintenance Engineer until 2003 when he joined the National Institute of Transport as an assistant Tutor giving lectures in Air Transport Management and Technology. In 2005 he joined the Tanzania Civil Aviation Authority as a Senior Personnel Licensing Officer then a Senior Airworthiness Inspector, the post he held until his appointment as Director Safety Regulation in May 2015. His work experience also includes working as an Aviation Safety Expert in Mozambique and Zambia between June 2011 and December 2013. In December 2020 Mr Bugomola was transferred from the Tanzania Civil Aviation Authority to the then Ministry of Works and Transport now the Ministry of Transport for the post of Chief Investigator of Aircraft Accidents, the post is holding to date. Mr. Bugomola is a member of the Chartered Institute of Logistics and Transport, a Certified Director by the Institute of Directors Tanzania and a member of the Board of Directors of Tanzania Railways Corporation.

Archibald Homwe began his career in the financial services industry, working in the equities division of a private investment bank, where he gained valuable experience over a span of six years. Driven by his passion for aviation, he made a career transition and obtained his Commercial Pilot's license with Multi-engine Instrument Rating (IR), alongside instructor ratings. He commenced his aviation journey as a flight instructor in South Africa, subsequently moving to Tanzania to continue his instructional work. Building on his experience, Archibald transitioned into roles as a line pilot in the oil and gas industry based in Gabon before moving to the Democratic Republic of Congo, and Tanzania, which exposed him to diverse operational environments Currently, Archie holds the position of Director of Safety and Quality at Auric Air Services, one of the largest general aviation companies in East Africa. In this role, he oversees the development and implementation of safety and quality management systems to ensure compliance with industry regulations and uphold operational excellence. Archie holds qualifications in Quality Management Systems, Safety Management Systems, Root Cause Analysis, and Emergency Response Management, obtained from various internationally recognized institutions, including the International Air Transport Association (IATA). Archie is also the chairman of the Tanzania Operators Safety Committee, an industry led lobby group that advocates for information sharing amongst operators in order to enhance safety within the country’s aviation industry.

Working in aviation industry from November 2011 to date in CNS as Air Navigation Engineer under Air Navigation Services directorate of TCAA. With vast experience in CNS facilities especially data communication attained from working in different projects, Eng. Angela is an expert in ATM system (Topsky), AMHS system, billing systems, Voice and Data Recorders as well as Networking systems.
Currently, Eng. Angela work as Chief Instructor for CNS at Civil Aviation Training Centre (CATC) supervising the trainings on CNS and managing training facilities of the Centre. Also, ICAO through the state nominations in 2021, selected Eng. Angela as Cybersecurity Panel member under the workgroup of developing guidance materials for States on how to manage cybersecurity issues in aviation.
Prior to engagement with TCAA, Eng. Angela was engaged in freelance system audits and was certified with various vendors on different domains of networks and security. She holds CCNA, MCSE and Checkpoint certifications from Chennai, India.

Kanyunyuzi Lillian is a seasoned Senior Aviation Security Inspector with the Uganda Civil Aviation Authority's Directorate of Safety, Security, and Economic Regulation.
With advanced academic credentials, Lillian earned a Master’s in Business Administration from the University of Kisubi and a Bachelor’s Degree from Makerere University.
Her extensive experience at Entebbe International Airport, within the Aviation Security Internal Quality office, equipped her with robust skills in updating the USAP-CMA Audit Corrective Action Plans, conducting comprehensive quality control activities, and overseeing vital training and briefings for security management. Her proactive investigation approach and strategic formulation of corrective action plans significantly enhanced security measures and operational efficiency.
In her current role, Lillian is pivotal in reviewing and refining aviation security regulations and national programmes such as NCASP, NCASTP, and NQCP. Her contributions to the ongoing USAP-CMA Audit Corrective Action Plan- 2024 update are invaluable. Additionally, she excels in training and certifying AVSEC screeners and instructors using CASORT, implementing national quality control activities using CASORT, and maintaining rigorous standards through continual training session monitoring at accredited centres.

After high school, Yves studied aeronautics and got a Masters in Aeronautical engineering from the National College of Civil Aviation in Toulouse, France and a Masters in Aeronautical Science from Embry-Riddle Aeronautical University in Daytona Beach, Florida, USA.
Yves is currently working for the European Union Aviation Safety Agency (EASA) since September 2010. He is managing several technical assistance projects in Sub-Saharan Africa and ensures the coordination of all the projects the European agency is managing in this region.
Prior to EASA, Yves was a project manager for 5 years at a French consultancy company dealing with aviation safety. He managed mainly projects in West and Central Africa, but also to other places in Africa or South Asia. Beforehand, he worked for 10 years in the field of safety specializing in Human Factors and delivered many trainings around the world from the Caribbean all the way to Southeast Asia and Oceania.
In the mid-90’s, he lived in Central Africa for 2 years where he was the administrator and then the interim manager of Mission Aviation Fellowship (MAF) programme in Chad. After his return to France, Yves became the Chairman of the French branch of MAF Europe, a position he held for 10 years.

Eng. Paul Lukanga is Technical and Management professional with over Fifteen (15) years experience in the Aviation Industry ranging from Aircraft Maintenance and Engineering to Flight Operations and Safety Management with a proven record in leadership, training and regulatory oversight;
He is also a Licenced Aircraft Maintenance Engineer with knowledge and experience on different aircraft types including Airbus A320 and A330s, Boeing 737 classics and NGs, Bombardier Regional Jets and is also qualified on the Bell Helicopters.
Paul has global Aviation experience having worked in different organisations worldwide including Air Uganda, RwandAir, FinAircraft SAS and Virgin Alaska Airlines.
Prior to joining CASSOA in January 2024, as the current Director Technical Paul worked at Uganda Civil Aviation Authority as Manager Flight Safety Standards and was very instrumental in the preparations for Certification of the National Airline and the USOAP CMA Audit preparations.

Eng Ladislaus Evarist MATINDI is an aviation professional with over 30 years of experience covering various disciplines of the aviation sector. He is currently the Chief Executive Officer of Air Tanzania Company Limited (ATCL), appointed in 2016. He had previously held various management and functional positions dealing with aviation matters in Tanzania and abroad. He has been regularly involved in aviation programs within and outside the Continent, notably overseeing the preparation and inauguration of CASSOA under the EAC.
He is currently a board member of SITA, a multinational information technology company providing IT and telecommunication services to the air transport industry and also a board member of the Tanzania Government Flight Agency (TGFA). He is a member of the Executive Committee of the African Airlines Association (AFRAA). He holds a master’s degree in Telecommunication Engineering and a master’s degree in Business Administration (MBA) in international business.

Mr. Teophory Mbilinyi is a seasoned professional currently serving as the Director of Corporate Services at the Tanzania Civil Aviation Authority (TCAA). With a wealth of experience spanning over 18 years, he has demonstrated expertise in leadership, organizational transformation, and business process improvement through ICT. Mr. Mbilinyi has a proven track record of implementing culture change programs to enhance operational efficiency.
Prior to his current role, Mr. Mbilinyi held key positions in various organizations, including Head of Human Resource Management and Administration at the Workers Compensation Fund (WCF), Director of Business Support at the e-Government Agency (e-GA), and Human Resource Manager at both the Social Security Regulatory Authority (SSRA) and TPC Sugar Company. Earlier in his career, he served as a Senior Human Resource Officer at the PPF Pension Fund.
Mr. Mbilinyi holds a Master of Arts Degree in Public Policy and Management from the Institute of Social Studies (ISS), The Hague, The Netherlands (2004), and a Bachelor's Degree in Public Administration from the University of Dar es Salaam (2002).

Ms. Maria Makalla-Memba is a versatile Lawyer holding a position of Director of Legal Services with effect from 2022, at the Tanzania Civil Aviation Authority (TCAA). With over 15 years of Aviation experience, she is a bright, talented and ambitious Aviation lawyer who possesses a vast wealth of knowledge and has a proven record in delivering results. Constantly focused on resolving issues and always looking for ways to improve and evolve processes. Ms. Makalla-Memba played a big role in the development and harmonized the Civil Aviation Regulations within the East Africa Community. Furthermore, she continues to play leading role in ensuring the compliance level to all aviation laws in the United Republic of Tanzania is always maintained.
She has a good understanding of the civil aviation and air transport issues at the national, sub- regional, regional and international levels through participations in the civil aviation projects and programmes involving the above-mentioned multinational organizations. She has been working very closely with other Aviation Experts from East African Community (EAC) Member States, SADC, Tripartite Cooperation (EAC, COMESA and SADC), African Civil Aviation Commission (AFCAC), African Union (AU), European Union (EU) and International Civil Aviation Organization (ICAO.
Her education background and experience in aviation laws has given her the opportunity to develop leadership, interpersonal and analytical skills through holding increasingly responsible positions in the Tanzania Civil Aviation Authority (TCAA) from a Legal officer to now a Director.
Ms. Maria Makalla Memba is an advocate of the High Court of Tanzania and its subordinate courts with the exception of the Primary Court and a graduate of the Faculty of Law of the University of Dar es Salaam (UDSM), she possess a huge experience of litigation, negotiation, consultation and legal counseling which she gained while working in at the Attorney General chambers, Private Law Practices and the Ministry of Lands and Urban Settlement.
She has participated in various professional training programs within Tanzania and outside and attended several workshops and seminars. She also holds a master’s in law degree in Information Technology and Telecommunications, from the Open University of Tanzania.

Mr. John Mfungo is an Environmental and Meteorologist currently serving as the Principal Aeronautical Meteorology Inspector at the Tanzania Civil Aviation Authority (TCAA). with a wealth of experience spanning over 19 years, he has demonstrated expertise in teaching, leadership, weather forecast, and implementing compliance with ICAO Annex 3 through safety oversight of Aeronautical Meteorology Service for air Navigation.
Prior to his current role, Mr. Mfungo held key positions in various organizations, including Education Officer II at Ministry of Education, Pangani-Tanga and Meteorologist II at Tanzania Meteorological Authority Head Quarter, Ubungo Dar es Salaam.

Eng. Moustapha is an aviation professional who has spent his entire carrier in civil aviation in ASECNA as Air Traffic Controller, then rose through the ranks of Head of Air Traffic Services (FIR de Niamey), Head of Air navigation services in Niamey, ASECNA Niger, to the position of the Director of Civil Aviation of Niger and Director General Niger Civil Aviation Agency. He currently serves as Head of Systems and Services at the SatNav-Africa JPO. He is a graduate of EAMAC in Niger, ENAC (Air Traffic Management) in France, and the Abdus Salam International Center for Theoretical Physic (Airspace Project Management) in Italy and holding several ICAO certificates including TIC part 1 and part 2.
Lecturer – Cyber Law at Uganda Christian University
Kenneth is specialized in intellectual property law, technology law (with a bias towards digital trade and fintech, data protection and privacy law, the fourth industrial revolution-drones, internet of things, cyber security, artificial intelligence, big data, genetics) and telecommunications law.
Kenneth is a Lecturer, intellectual property at Uganda Christian University where he has lectured for over 8 years and has also conducted lectures on Cyber Law at Makerere University, Law School.
Kenneth is the chair of the inaugural East African Law Society Technology and Media Law Committee. He is also the chair of the ICT Cluster of the Uganda Law Society & is a member the Intellectual Property Cluster, Uganda Law Society.
Kenneth has advised the Government of Uganda on the integration of ICT into the adjudication processes for Courts of Judicature and has advises the Ministry of ICT on innovation and ICT policy development. In the field of Artificial intelligence, Kenneth convened a working group for Uganda and submitted a report to WIPO on Intellectual Property Policy and Artificial Intelligence, 23rd June, 2020 and continues to advise and represent the Government of Uganda on AI & Policy.
Kenneth has been engaged by the World Bank to support the preparation of the African Drone Forum’s regulatory track under WEF guidance.
Kenneth also sits on the Committee on Management of Intellectual Property Assets under the Presidential Initiative on Banana Industrial Development.
Kenneth has convened and advises the E-trade association of Uganda, a body comprised of e-commerce companies operating in Uganda and the Internet Service Providers Association of Uganda, a body comprised of internet companies in Uganda.
Kenneth also represents Uganda at the 4IR Portfolio Communities of the Centre for Fourth Industrial Revolution of the World Economic Forum. The 4IR Portfolio Communities include AI, Blockchain, IoT, Digital Trade, Data Policy and Drones. Kenneth represents and advises Uganda on policy related issues arising from new/emerging technologies.
Kenneth is also the chair of the digital infrastructure cluster of the E-mobility taskforce under the Ministry of Science, Technology and Innovation-Office of the President of Uganda and a member of the Industry 4.0 taskforce under the Ministry of Science, Technology and Innovation.

Loise is the Chief State Safety Programme (SSP) Coordinator at Kenya Civil Aviation Authority (KCAA). Where she ensures that Kenya proactively manages Aviation Safety as required by ICAO Standards and Recommended practices. In her capacity, she also provides guidance on the effective implementation of Safety Management Systems (SMS) by aviation service providers.
She was an active Air Traffic Controller for 12 years before heading the SSP, and holds a M.Sc in Aeronautics from Embry-Riddle Aeronautical University specializing in Aviation/Aerospace Safety Systems and a B.Sc - Mathematics & Computer Science from Jomo Kenyatta University of Agriculture and Technology.
Loise is passionate about aviation and especially in Africa - she is involved in mentorship activities, women empowerment initiatives and currently serves as an Advisor for the WAI-Kenya chapter. In addition, she is the chairperson of the African Civil Aviation Commission (AFCAC) Safety Management (SSP/SMS) Experts Workgroup.

Mr. Masha Mweni is a seasoned expert in Aviation Safety Oversight Systems, a Qualified AMEl Examiner and assessor; accredited and Licensed by KCAA and TCAA. He has served as Senior Airworthiness Inspector at Kenya Civil Aviation Authority for more than twelve years. Masha Currently serves with the East African Community Civil Aviation Safety and Security Oversight Agency (EAC-CASSOA) as Manager Airworthiness holding responsibility to coordinate programmes and activities of the Agency relating to Airworthiness of Aircraft in the EAC region.

Mrs Peninah Ngugi is a detail oriented and experienced Senior Airworthiness Inspector with a track record of making sure aviation rules and standards are followed. Ms. Brenda Ntihinyurwa is a distinguished legal professional with extensive experience in aviation law, regional integration, and international relations. Holding key positions at the East African Community (EAC) for over a decade, and now currently serving as the Head of the Legal Department at the EAC Civil Aviation Safety and Security Oversight Agency, she has made significant contributions to the harmonisation of aviation laws and policies in the East African Community. Ms. Ntihinyurwa's expertise encompasses providing legal advice, harmonisation of aviation legislation, and implementing the ICAO Legal Work Programme in the EAC. Her academic background includes a Master of Laws in International Trade from the University of Cape Town, Post-graduate Diploma in Legal Practice, Certificate in International Air Law (ICAO), and a Certificate in ICAO USOAP CMA Phase 1 and 2 (LEG/ORG)- enhancing her proficiency in aviation law , economic law and commercial arbitration.
Chief of Air Traffic Management at Tanzania Civil Aviation Authority (TCAA)
Mr. Shukuru Nziku is an air traffic controller currently serving as the Chief of Air Traffic Management at the Tanzania Civil Aviation Authority (TCAA). With a wealth of experience spanning over 20 years, he has demonstrated expertise in transformation of ATM systems and processes.
Prior to his current role, Mr. Nziku held other positions in TCAA and ATC professional association, including Civil Aviation Manager at Kigoma Airport, Training Coordinator at the Civil Aviation Training Centre (CATC) and President of Tanzania Air Traffic Controllers’ Association (TATCA).
Mr Nziku trained and acquired Aerodrome, Approach (procedural and surveillance) and Area Control Ratings. He is a qualified Instructor in ATC and Safety Management programs as well as Course development expert.
Mr. Nziku holds a Master of Science Degree in Logistics and Transport Management from the National Institute of Transport (NIT), Tanzania, and a Bachelor's Degree in Science from the University of Dar es Salaam.
He is a member of CANSO Operations Work Group (OPS WG) responsible for spearheading the implementation of Airport Collaborative Decision Making (A-CDM), Air Traffic Flow Management (ATFM) and System Wide Information Management (SWIM) among CANSO Africa member states.
