VP of Public Policy at Arise

Angela Bowie is VP of Public Policy at Arise, amplifying the voices of Service Partners among policymakers and other key stakeholders. She has over 25 years of experience advocating for a wide range of legislative and regulatory issues on the federal, state, and local level. Prior to Arise, Angela was a public policy manager for Lyft, where she oversaw legislative and regulatory affairs in seven states. Prior to Lyft, Angela served as senior policy advisor for Philadelphia City Council, where she managed a substantial legislative portfolio for members. She also headed government affairs for the Greater Philadelphia Association of REALTORS®, advocating for real estate professionals and private property rights before elected officials.

Angela also spent several years as a contract lobbyist, first as a senior associate for a leading
government relations firm, and later as a consultant for several nonprofits and corporations. In these roles she secured tens of millions in state operating and capital funds for childcare, emergency management, chronic disease prevention programs, and critical upgrades to aging facilities. A significant portion of Angela’s career has been spent helping to enhance women’s influence in public life and expanding the diversity of women in politics and government. In this capacity, she served as an advisor to the Center for American Women in Politics, managing programs for women officeholders and providing resources for women of color interested in pursuing elective office. Angela’s government experience includes senior legislative roles in the Pennsylvania and Georgia General Assemblies. She is currently serving her second term as a committee person for the Philadelphia Democratic Party.

Lyiwa Finnell is a seasoned professional specializing in customer success, project management and program analysis. With expertise in customer success management, Lyiwa excels in driving successful project outcomes and fostering strong client relationships.

In her current role as a Customer Success Manager at Arise, Lyiwa has been instrumental in spearheading project design and planning initiatives. By conducting comprehensive needs assessments and collaborating closely with stakeholders, she ensures that project scopes are defined with precision, leading to successful outcomes. Her leadership and problem-solving skills have consistently resulted in exceeding corporate KPIs and driving revenue growth.

Outside of her professional endeavors, Lyiwa is deeply committed to community engagement, serving as a board member for Women Empowerment at Arise. In this capacity, she co-leads strategic initiatives, foster inclusive decision-making processes, and contribute to the organization's overarching mission of empowerment and advancement of women.

Tavaris Johnson currently serves as a Customer Success Manager at Arise. His association with Arise started in 2008 as a Service Partner, transitioning to the internal team in 2022. Before entering the corporate realm, he spent six years as a Special Education teacher. During his teaching career, he also worked side gigs with numerous clients, holding roles such as Quality Assurance Auditor, Quality Performance Facilitator, and Certification Instructor. These experiences honed crucial skills in communication, patience, and adaptability—qualities that he brings to his current role.
Following his teaching career, he pursued the path of becoming a Super Independent Business Owner (IBO). He focused on recruiting local friends and family seeking flexible side gigs that would complement their primary employment, enhancing communities’ economic opportunities.
At Arise, he oversees contractual agreements with clients, striving to exceed the expectations set for the company as a (BPO) provider. His role demands close collaboration with clients to fully understand their needs and ensure Arise’s services align perfectly to support their business objectives.
