GBC Partner Conversations is a monthly opportunity for Partners to hear from change makers in the Baltimore region. This month features representatives from PFM, who will speak on Baltimore's vacant housing crisis and the potential economic impacts of addressing this issue. PFM conducted an extensive analysis of the financial and economic benefits that could come to the region and state as a result of the $3 billion public and philanthropic investment plan created by Mayor Brandon Scott, GBC, and Baltimoreans United in Leadership Development (BUILD).

Michael Nadol is a Managing Director at PFM and president of PFM Group Consulting LLC. Formerly Deputy Mayor and Finance Director with the City of Philadelphia, Mike has advised state and local governments across the country for more than two decades on a broad range of long-range financial planning and policy initiatives. He led PFM’s support for development of Baltimore’s Ten-Year Financial Plan in 2013, and has consulted to more than half of the nation’s 25 largest cities. Mike has also taught on the adjunct faculty of the University of Pennsylvania’s Master of Public Administration (MPA) program, where he earned his own MPA. He holds a B.A. from Yale University.

Mallory Richards is an analyst with PFM Group Consulting, working primarily on projects within the firm’s Economics and Tax Strategy practice, conducting long-range economic and fiscal impact analyses for clients and assisting in real estate market studies and tax incentive policy evaluations. Prior to joining PFM, Mallory worked as an analysis at S&P Global, assisting in commercial mortgage backed security ratings and conducting real estate market analyses. Mallory holds an MPA from the University of Pennsylvania’s Fels Institute of Government as well as a B.A. from Kenyon College in Economics.
Trina Smith
Director of PFM Financial Advisors
Trina Smith joined PFM in 2010 and is a Director with PFM Financial Advisors. On behalf of clients nationally including the Cities of Baltimore and Saint Louis, she oversees and performs analyses for sizing and structuring long and short-term financings, evaluates client credit quality and debt capacity, and reviews bond documents associated with each transaction. She also designs and troubleshoots Excel-based cash flow and bond structuring models to determine the feasibility of major capital projects. Trina received a B.S. in Economics from the Wharton School at the University of Pennsylvania, and an MPA from Rutgers University.
