Karen Minyard, Ph.D., has led the Georgia Health Policy Center since 2001 and is a research professor with the Department of Public Management and Policy in the Andrew Young School of Policy Studies at Georgia State University. Her research interests include financing and evaluation of health-related social policy programs, with an emphasis on funding mechanisms that enable multisector collaboratives to sustainably finance health and well-being in local communities.

In addition to overseeing the Georgia Health Policy Center’s overall strategic vision, Minyard plays a leadership role in projects that consolidate the center’s key learnings from research and practice in the areas of systems thinking, sustainability, and community health systems development.

Minyard supports both the public and private sectors (e.g., government agencies, local collaboratives, and foundations) in developing high-leverage, innovative approaches to funding that support transformational efforts aimed at creating healthy and equitable communities. As part of these transformation efforts, Minyard recognizes the importance of raising community voice, developing equitable processes, and shifting power among sectors and people to improve population health and equity. Her work with communities focuses on changing the way organizations and communities work together and how inclusion of people with lived experience in decision-making can create sustainable systems change.

Chris Parker is an research assistant professor in the Dean’s Office of the Andrew Young School of Policy Studies and the director of global and population health at the Georgia Health Policy Center. He holds a leadership role in many of the center’s projects related to public health and program evaluation. His areas of expertise include strategic planning and evaluation, with a particular interest in projects that link population health and health care.

Parker is a skilled facilitator who has guided a significant number of multisectoral, state, and local organizational strategic and evaluation plans. He is the co-principal investigator for Bridging for Health: Improving Community Health through Innovations in Financing, sponsored by the Robert Wood Johnson Foundation. He also leads the center’s growing health care workforce portfolio with a focus on Georgia’s primary care assets to address gaps in light of the Affordable Care Act, as well as the center’s work on community health needs assessments.

As a trained family physician, who has worked with underserved populations and faith-based organizations, Parker brings his clinical and community linked experiences to addressing current and long-standing public health issues.

Raised by her maternal grandparents, Dr. Bambie Hayes-Brown is a native of rural, Cordele, Georgia and holds a Bachelor’s in Business Management, an MBA, a Doctor of Theology, a PhD in Biblical Studies, a Certificate in Nonprofit Management, and is pursuing a second Bachelor's Degree is Organizational Leadership. She is the President and Chief Executive Officer of Georgia Advancing Communities Together, Inc., a statewide membership organization of housing and community development agencies. Formally homeless and a former public housing resident, Dr. Bambie advocates through the lens of her and other's lived-experiences of housing insecurity. She has 27 years’ experience in rural and urban housing, community and economic development and secured a rural Empowerment Zone designation resulting in a $20 million investment in Southwest Georgia.

Dr. Bambie is a registered lobbyist, Real Estate Broker, Certified Economic Development Finance Professional & co-chairs the HouseATL Policy Committee. Also, Dr. Bambie serves on the Board of Directors of the National Low Income Housing Coalition, Community Opportunity Alliance (formally the National Alliance of Community Economic Development Associations), Up for Growth Action, HouseATL, NAACP DeKalb County Branch, Alliance 85 and the Georgia Chamber of Commerce. She serves on numerous advisory committees including the Enterprise Community Partners Southeast Advisory Committee, Housing Justice League, the National Community Reinvestment Coalition, and Fifth Third Bank, and Cadence Bank. Dr. Bambie is a highly sought-after speaker who has testified before the United States Congress, the Biden-Harris Administration, the Federal Reserve Bank, and the Georgia General Assembly on lived-experience homelessness and affordable housing. Married to Shearon Brown, Dr. Bambie is an ordained minister and they are the proud parents five children and four grandchildren. She enjoys splitting her time between Atlanta and Fitzgerald.

Armand Turner is from Gary, IN. After graduating from Indiana University in 2014, Armand spent the next two years working at several Parks & Recreation Departments across the states, including Denver, CO and the surrounding cities of Dallas, TX. In 2016 Armand took on the role of Recreation and Intramural Sports Coordinator at the Historically Black College of Albany State University, in Albany, GA. After 3 tremendous years working for the University, he settled in Savannah, GA in 2019 and began working with Healthy Savannah and the YMCA of Coastal GA for their REACH Grant. Armand serves as the Deputy Director and oversees the Physical Activity strategy for the REACH Grant. He is currently pursuing his master’s degree in business administration at Savannah State University and is expected to graduate in December 2024.

Armand is an alum of Leadership Savannah and Leadership Southeast Georgia. In 2020, Armand also completed Smart Growth America’s Walking College and went on to mentor the 2021 class as well. Armand is a proud member of Kappa Alpha Psi Fraternity Inc. and serves as Board President for Friends of Tide To Town.

Tanisa Adimu is an assistant project director at the Georgia Health Policy Center and is a co-leader of the Community Health Systems Development team. Her interests include health care access, health care system delivery reform, and community health program development and implementation.

Adimu has specialized experience in developing, administrating, and evaluating community health interventions designed to improve chronic care management practices and prevention strategies.

At the center, she provides technical assistance to grantees of the Health Resources and Services Administration. In this role, she assists rural grantee agencies with program and partnership development, evaluation design, and sustainability planning. In addition, she supports mature networks and consortia in considering the policy, systems, and environmental implications of their work in order to achieve greater impact.

Adimu also provides technical assistance to selected sites participating in the Robert Wood Johnson Foundation-funded Bridging for Health: Improving Community Health Through Innovations in Financing. As a community coach for Spreading Community Accelerators through Learning and Evaluation (SCALE), she mentors community collaboratives that are implementing health programs designed to achieve improved health and well-being of people, populations, and the community at large. She is also working on a team established to assist Regional Health Ministries of the Trinity Health in attaining excellence in community benefit practice and population health outcomes.

Leigh Alderman serves as senior advisor to the director of the Georgia Health Policy Center. She focuses on partnering with community stakeholders to address the determinants of health and equity, applying her expertise in strategic planning, health policy, systems thinking, and meeting design and facilitation.

Alderman leads the center’s Health in All Policies and Public Health Law Research teams. She provides leadership support to the Robert Wood Johnson Foundation-sponsored Bridging for Health: Improving Community Health Through Innovations in Financing, the Legislative Health Policy Certificate Program, and a statewide strategic planning initiative to address the opioid crisis. She also leads the center’s work on Georgia Homes for Healthy Futures, funded by The Kresge Foundation, and collaborates with the Atlanta Regional Collaborative for Health Improvement on special initiatives.

Alderman seeks partners from all sectors who are interested in collaborating and innovating with communities to achieve sustainable and equitable thriving communities.

Jimmy Dills is a senior research associate at the Georgia Health Policy Center (GHPC). He works to improve public health by advancing a Health in All Policies perspective of decision-making. His areas of expertise are systems thinking, health impact assessment (HIA), and healthy community design.

At GHPC, Dills leads several maternal and child health (MCH) projects, including management of GHPC contributions to the National MCH Workforce Development Center, the National Maternal Health Learning and Innovation Center, and the Maternal Telehealth Access Project. He also leads work on several HIA projects and the provision of training and technical assistance to local, state, and national partners related to Health in All Policies. Recently, his projects have focused on integrating health into affordable housing policies and practice, providing technical assistance to HIA teams in Kentucky and Mississippi, and supporting CDC’s Policy Implementation Lab aimed at increasing uptake of the Earned Income Tax Credit as an approach to population health improvement. He also supports GHPC’s work with Georgia’s Multi-Stakeholder Opioid and Substance Use Response Plan, led by the state Department of Public Health, and is a technical assistance provider for Georgia Shape grantees implementing nutrition and physical activity strategies in schools across the state.

Dills serves on the steering committees for the Society of Practitioners of Health Impact Assessment and the Georgia Healthy Homes Coalition. He is also a frequent guest lecturer on built environment and health topics at Emory’s Rollins School of Public Health and Georgia Tech’s School of City and Regional Planning.

Michelle Marcus is a specialist in Health in All Policies and the health impact assessment (HIA) method of collaborative policy analysis.

As a senior research associate at the Georgia Health Policy Center (GHPC), she conducts HIAs and provides HIA technical assistance and training. Recently, she led an HIA of the state of Georgia’s 2015 Qualified Allocation Plan for Low-Income Housing Tax Credits, leading to health-supportive changes in the way tax credits are awarded. She served on the provisional steering committee that formed the Society of Practitioners of HIA and currently chairs the Atlanta BeltLine Tax Allocation District Advisory Committee (TADAC).

Marcus’s other work at GHPC includes quantitative and qualitative data collection and analysis to support community health needs assessments. Her expertise includes community-based participatory research, health promotion, chronic disease, environmental health, and mental health, as well as competency in transportation and land use, housing, greenspace, water, and community development.

Melissa Thibodeau

Assistant Project Director of Georgia Health Policy Center

Melissa Thibodeau is an assistant project director at the Georgia Health Policy Center. Her interests include promoting equity in healthcare and finding solutions that address the whole person through analyzing and utilizing data to develop innovative solutions, creating partnerships, and spreading knowledge and experience.

Thibodeau brings with her expertise in data management and analysis, rural health, building partnerships in and among rural communities, developing rural networks, writing grants, and strategic program development and implementation, including programs utilizing community health workers.

At the center, Thibodeau will co-lead the design, implementation, and evaluation of a community of practice for the Georgia Department of Public Health Statewide Health Equity Initiative.
