Virginia is the Director of Business Development at Voltera. Her primary focus is providing access to charging for the medium- and heavy-duty vehicle classes. As such, Virginia builds strong relationships across the value chain, from the stakeholders at the major US Ports, to the electric utilities that serve them. As a five-year veteran of the EV charging industry, Virginia has experienced the multitudes of challenges and opportunities commercial fleets face, both operationally and commercially during their electrification journey. Prior to her time at Voltera, Virginia helped build the commercial organization within Greenlots, now Shell Recharge Solutions. She holds a bachelor’s from Duke and her MBA from UNC-Chapel Hill.

As Executive Director of the Charleston Branch Pilots since 2009, Captain Cameron directs harbor
pilot operations serving all trade through the Port of Charleston, and manages government and
industry affairs.
Captain Cameron's 23-year Coast Guard career focused on port safety and security. Assignments
included Chief of Marine Safety for the Port of New York, and on 9/11, he was assigned to the
New York City Mayor’s staff to coordinate port security and marine operations. During the IranIraq War, he served as the lead inspector for the Kuwaiti National Oil Tanker Fleet. His final tour
prior to retiring was as Sector Commander and Captain of the Port, Charleston, where he led all
Coast Guard operations in South Carolina and Georgia.
Captain Cameron is appointed by the Governor to the South Carolina Emergency Response
Commission, by Senator Lindsay Graham to his Homeland Security Coalition, and by Senator
Tim Scott to his Veterans Advisory Committee. He serves on the Boards of Trustees of the
Coast Guard Foundation, and of the Maritime Association of South Carolina, and has served on
the Executive Board of the American Salvage Association. Locally, he is a past President of the
Propeller Club of Charleston.
Captain Cameron is a graduate of the United States Coast Guard Academy and the Graduate
School of the University of Michigan.

Francis DelRusso (US Coast Guard)

Captain Francis (Frank) DelRosso has over 36 years of
experience in a broad array of operational and staff assignments.
He enlisted in the U.S. Coast Guard in January 1987 and
commissioned as an Ensign in December 1997. Prior to his
arrival, he served as the Deputy Commander of Sector Miami. He
came to Miami after serving as Director of the Joint Interagency
Counter Trafficking Center at the U.S. European Command in
Stuttgart, Germany, leading a focused effort in counter
trafficking and counterterrorism.
Previous ashore assignments include service at the Department
of State's Bureau of International Narcotics and Law
Enforcement Affairs (INL). In this capacity, he served as the
United States' Competent National Authority under Article 17 of
the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic
Substances of 1988. He served as the Response Department Head and Chief, Incident
Management Division, Coast Guard Sector Southeastern New England, and assignment as
Facilitator, Global MOTR Coordination Center, Commanding Officer Coast Guard Station
Washington D.C., Executive Officer Coast Guard Recruiting Command and Coxswain Coast
Guard Station Fort Lauderdale.
Previous afloat assignments include service as Operations Officer and Navigator USCGC
SEDGE, Executive Petty Officer USCGC POINT GLASS and USCGC FARRALON.
A native of Anchorage, Alaska, Captain Frank DelRosso graduated from Malone College in
2001 with a Bachelor of Science degree in Management. He received a Master of Arts degree
from the U.S. Naval War College in 2018 in National Security and Strategic Studies.
Captain DelRosso has been an Honorary Chief since 2006. He has received numerous personal
awards including the Defense Superior Service Medal, and the inaugural DHS Secretary’s
Award for Excellence. Captain DelRosso has earned the Cutterman, Advanced Boat Force
Operations and Coxswain Insignias, Command Ashore Pin, and the Commandant Staff Badge.
He is married to Eileen DelRosso (née Mackson) of Wappinger’s Falls, New York. They
have four adult children, Emily, Eric, Rachel, and Maya

My name is George Detyens Jr., and I am the VP of Operations at KMD Marine Inc., a marine-towing company based on the Cooper River. I am a Charleston native and a 2012 graduate of Bishop England High School. After Bishop England, I went to Clemson University where I graduated with a degree in Agricultural Mechanization and Business in 2016.



My career in the maritime industry began at a young age as a “Hawsepiper”, where I worked my way up from the deck of tugs and barges to the wheelhouse as a Captain. Although I am a seventh-generation mariner in the low country, I am not at sea as much these days. My time is now focused on managing personnel, regulatory requirements, vessel maintenance and customer relations. When I am not working on the waterfront, you can find me enjoying the peace of the outdoors, hunting and fishing with family, friends, and my Boykin spaniel named “Hawser”.
