Marga is a Tax principal. She graduated with a Bachelor of Arts degree in Public Administration from the University of the Philippines-Diliman (UP Diliman) and obtained her Juris Doctor from the Ateneo de Manila University (ADMU) Law School. She is a member of the Integrated Bar of the Philippines (IBP).

Marga is experienced in handling tax engagements for companies from the real estate, Business Process Outsourcing (BPO)/Shared Services Center (SSC), private equity, infrastructure, power and manufacturing industries. She is the go-to person for technical topics including base erosion and profit-shifting, domestic corporate structuring, outbound cross-border structuring, initial public offerings, due diligence and personal client services such as estate planning and family constitutions. She is a frequent speaker in our tax seminars and a regular contributor to thought leadership initiatives.

Southeast Asia Transfer Pricing Leader/International Tax Leader, Philippines/Philippines Tax Leader at Deloitte/Navarro Amper & Co.

Carlo L. Navarro is Deloitte Southeast Asia’s Transfer Pricing (TP) Leader and head of Deloitte Southeast Asia’s TP Center. He specialises in TP, cross-border taxation, supply chain transformations, and value chain alignment. Carlo covers both the Philippines and Singapore, and will be based in Singapore beginning 1 June 2022.

Carlo has over 24 years of experience as an International Tax and TP practitioner, assisting multinational companies in Southeast Asia. His clients come from diverse industries such as power, mining, telecommunications, financial services, manufacturing, distribution, and business process outsourcing, among others.

He has assisted clients in various phases of transfer pricing engagements—from planning and documentation to audit defense and negotiating Advance Pricing Agreements (APAs) and Mutual Agreements (MAs). He was behind some of the successful complex TP audits and bilateral negotiations in the region. More recently, his work includes automating processes in the operationalisation of his clients’ transfer pricing policies.

Carlo has also worked with tax offices around Southeast Asia on policy and regulatory changes relating to TP.
