Datuk Johan Mahmood Merican

Director, National Budget Office

Johan Mahmood Merican is currently the Director, National Budget Office of the Ministry of Finance. Prior to his appointment at the National Budget Office in 2018, Johan was the Deputy Director General (Human Capital) at the Economic Planning Unit (EPU) under the Prime Minister's Office from 2016.


Johan was Chief Executive Officer of Talent Corporation Malaysia from its inception in January 2011 until 2016. He has also served as Principal Private Secretary to the Minister in the Ministry of Finance and subsequently, in the Economic Planning Unit (EPU). Before serving the Government, Johan worked in the private sector for nine years in corporate finance and accounting roles at MRCB, Sime Darby and PricewaterhouseCoopers. 


Johan trained as a Chartered Accountant, being member of the Institute of Chartered Accountants of England & Wales since 1998. He holds a degree in Economics from the University of Cambridge.

YB Dr. Ong Kian Ming

Member of Parliament, Bangi /

Special Select Committee on Finance & Economy


Dr. Ong Kian Ming obtained his PhD in political science from Duke University, where he was a Fulbright Scholar. He is currently the Member of Parliament for Bangi, representing the Democratic Action Party (DAP) which is part of the Pakatan Harapan (PH) coalition. He is a 2nd term Member of Parliament.


He was the Head of the Penang Institute office in Kuala Lumpur from 2014 to 2018.


He was appointed as Deputy Minister of Trade and Industry (MITI) in July 2018 and held that post until February 2020.


Prior to being elected into public office, he was a lecturer and policy analyst at UCSI University, a private university in Kuala Lumpur. He was also the director of the Malaysian Electoral Roll Analysis Project (MERAP). Prior to his PhD, he worked as a consultant with the Boston Consulting Group (BCG) in the KL office and as a policy analyst with two think thanks, the Institute of Strategic Analysis and Policy Research (INSAP) and the Socio-Economic Development and Research (SEDAR) Institute. 


He holds a BSc in Economics from the London School of Economics (LSE) and an MPhil in Economics from the University of Cambridge. He completed his O levels and A levels in Raffles Institution and Raffles Junior College in Singapore under the ASEAN scholarship. He studied in La Salle Petaling Jaya (Primary and Secondary) until Form 3.

Anthony Lo

Anthony Lo is Head of Territory for Malaysia and Chief Executive Officer for BNP Paribas Malaysia Berhad.


He has more than 20 years of experience in banking and finance. Prior to his current appointment, he was Managing Director and Head of Investment Banking Coverage for BNP Paribas in Malaysia. He joined BNP Paribas Malaysia in 2011 and has been instrumental in the growth of the franchise.


Before joining BNP Paribas, Anthony was Executive Director at ING Corporate Advisory Malaysia Sdn Bhd and also worked at Arthur Andersen.


He graduated from the University of Malaya and is a Certified Public Accountant.

Amarjeet Singh

Amarjeet Singh is the Asean Tax Leader and Malaysia Tax Managing Partner of Ernst & Young Tax Consultants Sdn. Bhd. He has more than 20 years of professional experience in the field of taxation.  

 

Amarjeet specializes in tax structuring and incentives, as well as group reorganizations and IPOs. He has served a wide range of clients across sectors including some of Malaysia's largest conglomerates and government-linked corporates. He has also been involved in some of the country's largest mergers and group re-organizations including investment structuring for public utilities, plantations, property groups, leisure, tourism, automotive and other sectors. 


Amarjeet's vast incentive experience includes global incentive benchmarking and feasibility studies, multi-jurisdictional studies on the economic benefits of treasury centre incentives, and assisting multinationals in negotiating and securing special incentive packages in Malaysia.

 

A regular speaker at seminars and conferences, Amarjeet is often consulted on policy matters regarding foreign direct investments. 


Amarjeet is a Fellow of the Chartered Institute of Management Accountants, UK; and a member of the Chartered Tax Institute of Malaysia (CTIM) and the International Fiscal Association. He is also a licensed Tax Agent and GST Agent with the Ministry of Finance.

Anil Kumar Puri

Anil has over 20 years of tax experience and leads EY Malaysia's International Corporate Tax Advisory team. He is a council member of the Chartered Tax Institute of Malaysia ("CTIM"), a Fellow of CPA Australia and a chartered accountant with the Malaysian Institute of Accountants ("MIA"). He has worked on tax compliance and consulting engagements involving corporate income tax, petroleum income tax, real property gains tax and stamp duty.

 

As part of his work in EY's International Tax and Transaction Services Global team, Anil has been involved in numerous cross border advisory engagements (both inbound and outbound), particularly in relation to advising on the tax and regulatory issues facing companies investing in Malaysia and abroad. These include the impact of the OECD's Base Erosion & Profit Shifting ("BEPS") 1.0 and 2.0 Action Plans on holding and transactional structures, regulatory and licensing approvals, withholding taxes, tax incentives, structuring of operations and exit strategies. 

 

Anil has advised on a number of restructuring exercises, including pre-IPO restructuring and pre-divestment restructuring. He has also led various tax buy-side and sell-side due diligence projects, including multi-country projects involving various industries, including oil & gas and healthcare and telecommunications.

 

Anil has spoken at EY's tax conferences and client events in Malaysia and abroad. He has also spoken at the National Tax Conference organized by CTIM, the Malaysian Tax Conference organized by MIA and the Malaysian Association of Tax Accountants and events organized by various industry bodies.

Yeoh Cheng Guan

Cheng Guan has approximately 25 years of tax experience, five (5) of which were spent in corporate income tax compliance and advisory before he moved to indirect tax. His key clients include companies involved in the electronics and technology, oil and gas, automotive, semiconductor, manufacturing, fast moving consumer goods, port industry, power plant generation, joint ventures companies, construction, healthcare, education, tobacco, trading and services industries. He also has extensive knowledge of the business operations of local and multi-national corporations in Malaysia. 

 

Cheng Guan is involved in providing advisory and compliance services on indirect tax matters covering service tax, sales tax, excise duty, customs importation / exportation, free zones, licensed manufacturing warehouses and duty exemption facilities. Cheng Guan has advised clients on tax positions and seek written confirmations from RMCD which results in a favorable position for the clients. He has also prepared written advice on the valuation (as per the WTO rules) of both imported and locally manufactured goods for duty and tax purposes, and provide comments on the valuation implications of various license and royalty agreements in connection to the importation of licensed goods.

 

Cheng Guan's notable experience also includes conducting GST and SST due diligence projects (from initial stage through post-deal implementation) for companies in deal restructuring or merger and acquisition. Cheng Guan is regularly featured in the media print and speaks at Indirect Tax conferences, seminars and forums organized by the firm and external bodies.

Scott Maguire

Based in South-East Asia, Scott Maguire is Dyson's Chief Operating Officer leading the development, manufacturing, and supply of technologies from concept to production across all categories. Scott leads global technology teams across our Malmesbury, Malaysia, Singapore, Philippines, Shanghai, and Bristol sites.

 

Since joining Dyson as a graduate in 2003 from University of Glasgow, he worked in a number of Research, Design, Development & Operations teams then went on to lead early-stage technology innovation as head of the research department inventing the technology that fuelled Dysons new categories and exponential growth. He then moved to South East Asia in 2012 as RDD Director to build a global R&D footprint. Since then, he has developed over 100 products in the Floorcare, Environmental Control, Personal Care, Professional and Robotics categories and taken responsibility for the global R&D team. The global operations and supply chain were added to his remit before becoming the Group Chief Operating Officer and Executive Council member in 2020. He is actively involved in our University Programmes, passionate about our investment in young engineering talent. He leads the Dyson Institute of Engineering and Technology.
