He began his career as a Management Trainee for FGU Insurance in 1983 where he was asked to conduct regular training sessions to prospective agents and co employees. He has a well-rounded experience as it includes stints in various Non-Life Companies and an Insurance Broker.

Atty. Dennis B. Funa is appointed as Commissioner of the Insurance Commission since 2016. He is a professional career Executive with proven management skills and esteemed scholastic records.

Commissioner Funa obtained his Bachelor of Laws Degree in San Beda College of Law and passed the Bar in 1992. He was a 1997 scholar of the London-based International Bar Association in its Biennial Conference in New Delhi, India and of the Association for Overseas Technical Scholarship in Tokyo, Japan.

Aside from authoring books on intellectual property, administrative law, and international law, among others, Commissioner Funa is presently an assistant professor at the De La Salle University-College of Law and at San Beda College Alabang, School of Law.

He served in the government in various capacities during the administration of former President Fidel V. Ramos, President Gloria Macapagal-Arroyo, President Benigno Aquino, Jr. and now President Rodrigo Duterte.

Theresa is the Founder and Director of the Asia InsurTech Podcast, a unique ecosystem of entrepreneurs, thought leaders and industry experts, and the Director of Accelerating Insurance, a consulting and research firm focused on innovation in insurance and InsurTech. Prior to her current roles, Theresa worked for the German management consultancy Detecon as Asian Insurance Lead and spent 10 years with multinational insurer Generali both in Europe and Asia. Theresa is a specialist in insurance industry innovation and disruption of industries and an industry innovator and at the leading edge of big data and analytics within insurance. She is responsible for some of the first academic research into the adoption of big data into the Southeast Asian insurance industry, and she continues to work to assist clients to connect with the marketplace and identify new opportunities powered by new technologies.

Ms. Conde holds a Master’s degree in Business Management (MBM) obtained from St. Francis of Assisi College, Las Piñas City; a Bachelor of Science in Commerce major in Accounting in Far Eastern University, Manila. Ms. Conde joined the Insurance Commission, Manila, Philippines in October 1988.

Ms. Loida R. Zaragosa, a Senior Insurance Specialist, has been working with the Insurance Commission for over 20 years. She is assigned at the Microinsurance Division since 2016. She is responsible for the assessment and monitoring the quarterly performance report of the microinsurance industry and its progress. She was also part of the team that launched the various microinsurance awareness activities in 2018-2019 in various areas in the Philippines.
Ms. Zaragosa was previously assigned as Insurance Specialist II in the Actuarial Division from 1996-2015, and served as an examiner of the actuarial accounts of life insurance companies and mutual benefit associations.
She completed her undergraduate degree of Bachelor of Science in Business Administration, major in Marketing, at the Philippine School of Business Administration, Quezon City.

Mr. John Lester Lantin attended Polytechnic University of the Philippines from 2010 to 2014. From 2014 to 2018, he served as an Insurance Specialist for the Claims Adjudication Division of the Insurance Commission. Since 2018, Mr. Lantin serves as an Insurance Specialist for the Microinsurance Division of the Insurance Commission. Currently, he is taking up a Juris doctor degree at the Polytechnic University of the Philippines.

Marc Gorospe is the Head of Commercial - Philippines at Igloo Insure (formerly Axinan), a leading insurtech in Southeast Asia. In his role, Marc strives to make insurance available for all through customer insights, partnerships, and technology. Prior to Igloo, he was a director at a global insurance company with head office in France and led partnerships with the Philippines’ leading e-wallet service provider, leading micro-financial company, and an international non-profit organization. Overall, Marc has over 19 years of business and technology experience in multinational companies, delivering projects in the Asia-Pacific region, United Kingdom, and the United States. Outside work, Marc is a long-time volunteer of the Project Management Institute Philippines Chapter. He has served as the co-chairman of the largest gathering of project management professionals in 2017. He is also a member of the Fintech Philippines Association and its organizing committee of the Philippines’ largest insurtech event in February 2020.

Marc is completing his Executive MBA at the SP Jain School of Global Management and has a bachelor’s degree in Electronics and Communications Engineering at the Pamantasan ng Lungsod ng Maynila. In addition, Marc is a certified Project Management Professional (PMP®) and has attended Hyper Island’s Design Thinking courses.

Ms. Melinda is currently the Officer-in-Charge of Card Pioneer Microinsurance, Inc., appointed in May 2018. She joined Pioneer Group in 2008 and gained her 12 years of experience in microinsurance. In 2012, she became a facilitator on Training on Microinsurance Advocacy Program of the Department of Finance and Insurance Commission.

She was an Alumni member of Microinsurance Master in 2018, a 10-week Leadership Program on Microinsurance that focuses on best-practice learning techniques, customer-centric insights and practical frameworks and tools that will reduce the vulnerability of low-income people and make leaders and their organizations thrive.

Hamilton Angluben is the President and Chief Executive Officer of Kwik.Insure (KwikTech Insurance Brokerage Inc.) which is supervised by the Insurance Commission. He founded the company and is responsible for the overall business strategy, growth, and operations.

He has been engaged with various large private corporations since 2001. And with 20 years of experience and expertise, he managed their sales, marketing, financial services, overseeing a huge number of employees, and providing strategic recommendations. Mr. Angluben has his line in managing business development and strategies as being the General Manager, Business Development, Partner and Product Manager and Business Analyst, and Head of Corporate Sales he had worked for.

A graduate of the Ateneo de Manila University with a degree in AB Interdisciplinary Studies-Management Communications with an MBA degree at the University of the Philippines. He obtained his Executive Education at Oxford University in 2014 where he attended the Advanced Management Program Course. He is also a Certified passer of the Chartered Insurance Institute of London year 2021.

Ms. Mapano is the Head of the Digital and Retail Sales of Cebuana Lhuillier Insurance Brokers (CLIB) where she oversees the implementation of various insurance programs and partnerships for outside the Cebuana network including non-traditional channels like online platforms. When she joined CLIS in 2017, she served as Head of the Product Development and Management Unit where she spearheaded the development of new microinsurance products and monitor product performance, client feedback and insurer’s support to the agency’s operations.

Prior to joining Cebuana Lhuillier, she served as Research and Communications Officer of the Rural Bankers Association of the Philippines and concurrent Project Coordinator for the Microinsurance Initiative of RBAP-RBRDFI. As project coordinator, she managed a program funded by the International Labour Organization where she implemented capacity-building activities for rural banks and provided assistance in their licensing and accreditation as institutional microinsurance agents.

She has served an active role in various Microinsurance Technical Working Groups tasked in formulating the Alternative Dispute Resolution for Microinsurance Framework, the Micro-Agri Framework and the Framework for Microinsurance Distribution Channels organized by the Department of Finance and the Asian Development Bank from 2012 to 2016.

She was also instrumental in the roll-out of a nationwide Basic Microinsurance Course offered to rural and thrift banks and microfinance institutions.

Ms. Mapano is a graduate of BA Political Science from the University of the Philippines in Diliman.

Ms. Aparna leads the Facility’s Research and Innovation initiative. She works with partners and supports fellows to promote innovation and change management. Her focus areas include mobile services, bundling insurance with other financial services, and research and dissemination. She has trained numerous practitioners on training modules including introduction to Microinsurance, Improving Client Value and Managing Distribution.

Before joining the ILO, Ms. Aparna was the Director of Special Projects at the Financial Access Initiative at New York University, where she led microinsurance research projects. She has a decade of technology and business management experience in the public and private sector. Ms. Aparna holds a Master in Public Administration from New York University and a Bachelor in Business Administration from the University of Texas.
