Robert Gordon is responsible for working with APCIA members to develop and frame public policy positions on the opportunities and challenges facing the property casualty insurance industry at the state, federal and international levels. Gordon also coordinates policy support for APCIA's extensive state and federal advocacy efforts, media outreach and information products. He held the same title with the Property Casualty Insurers Association of America (PCI) prior to its merger with the American Insurance Association (AIA) on January 1, 2019.
Gökhan Özertan received his undergraduate degree from Boğaziçi University, Department of Economics in 1994 and his PhD in Agricultural Economics at Texas A&M University in 2001. He has been working in the Department of Economics at Boğaziçi University since the same year.
His research interests include modeling of agricultural and environmental processes, use of technology in agriculture, effects of climate change, and commodity price movements.
Antoine is a CEO of AXA Climate. In 2008, after working at Google France, he co-founded fifty-five, a global data marketing agency. Marc Hartenbach has been with Swiss Re for 14 years, seven years for the Middle East and seven years for Turkey from which the past two years as the Market Head for Swiss Re's Life & Health business in Turkey. He was born and educated in Switzerland where he graduated from the University of Applied Sciences Northwestern Switzerland with an MAS in Corporate Finance and Insurance Management.

Paul leads the Innovation and Sustainability efforts of our Global Natural Resources broking business, focussed on supporting clients through their Energy Transition challenges. Paul has managed the design and delivery of Climate Transition Pathways (CTP), an external initiative focussed on delivering an accreditation framework for low carbon transition plans. He has worked across a broad range of Client, Carrier and NGO stakeholders to bring CTP to market and secure insurance capacity for Natural Resources clients. In addition to his work on CTP, he oversees the delivery of a number of commercial initiatives intended to support clients. These range from products designed to support emerging technologies through to advisory engagements to support the development of transition strategies and plans.
Charbel Moussa has more than 15 years of experience in the carbon markets, energy transition strategy and greenhouse gas (GHG) management, with a strong focus on energy intensive industries. Prior to joining KPMG, Charbel started his career as originator of alternative energy projects and investment manager of renewable energy fund. He has a track record of projects in more than 20 countries, working with multinationals mainly in Europe and the Middle East, offering climate related services, reporting framework set up, portfolio scan and future outlook assessment.
Charbel holds a Ph.D. in Mechanical Engineering. He is a Partner at KPMG Netherlands, leading the decarbonization and climate risk quantification and assessment services.

Appointed Insurance Bureau of Canada’s President and CEO in 2009, Don has a successful track record of over 30 years in the property and casualty (P&C) insurance industry.
After joining IBC in 1993 as Vice-President, Atlantic Canada, and subsequently Ontario, Don worked for positive impacts to the insurance and public policy landscapes.
In 2000, Don assumed the role of Vice-President, Strategic Development of Investigative Services, where he supervised work with Customs Canada and other law enforcement agencies to reduce the number of stolen vehicles shipped internationally.
As President and CEO, Don works with governments and key stakeholders across the country to build a strong, stable P&C industry and a stronger and safer Canada. He is a founding member of the Global Federation of Insurance Associations (GFIA), and was recently elected President of GFIA for a two-year term.
A graduate of Cape Breton University, and a 2013 Cape Breton University Alumni Award recipient, Don has completed management studies at University of Toronto, Harvard and McGill universities. He has also completed the Institute of Corporate Directors Program at Rotmans. He served as the 2012-2014 Insurance Division Chair for United Way Toronto and as a member of the Campaign Cabinet. Don was also a member of the Multiple Sclerosis Society of Canada’s Board of Directors (Ontario Division), 2011-12.
Michaela Koller is director general of Insurance Europe, the European insurance and reinsurance federation. She is currently also secretary general of the Global Federation of Insurance Associations (GFIA). Prior to joining Insurance Europe in February 2007, she was holding management positions in different banking trade bodies.
Michaela has served as a member of various consumer/industry groups and advisory groups established by the European Commission. She has also been a member of both stakeholder groups of the European Insurance and Occupational Pensions Authority (EIOPA): the Insurance and Reinsurance stakeholder group (IRSG) and the Occupational Pension stakeholder group (OPSG). She currently chairs EIOPA’s IRSG. She is a German national and holds a law degree from Augsburg University.
Mehmet Uvez was appointed to the position of Associate Director, Head of Ankara, Deputy Head of Turkey effective from 1 January 2022 at EBRD. Mehmet is based in Ankara, Turkey and report to Managing Director for Turkey.
Mehmet Uvez has been with EBRD since 2015. Prior to his appointment as the Head of Ankara RO, he was the Principal, Inclusion Lead of the Gender and Economic Inclusion Department within the Economics, Policy and Governance Department of the Bank. He reported directly to the Director for Gender and Economic Inclusion, delivering the country strategy and policy initiatives for young people, women, people living in less developed regions of Turkey for a wide variety of sectors including agribusiness, infrastructure, energy and natural resources sectors.

Before joining EBRD, Mehmet served as Deputy Chairman of the Board of Treasury Controllers at the Turkish Treasury and Deputy Head of Audit Authority responsible from the oversight of EU-Turkey Financial Cooperation under the Instrument for Pre-Accession.

Mrs. Margarita Antonaki is a mathematician- actuary with master studies on Business research and Computer science and long experience in the Private Insurance sector. From 1995 to March 2022, she was the Director General of the Hellenic Association of Insurance Companies. From April 2022 she holds the position of Advisor to the Director General of the Hellenic Association of Insurance Companies. She is also, Vice President of the BoD of the Occupational Fund of Private Insurance (TEA-EAPAE) and lecturer to the Greek Institute for Insurance Education.
She has served as a scientific associate in the University of Athens, as head of Financial and Audit of Insurance Companies in the Ministry of Commerce (prior Supervisory Authority for insurance companies) and also worked as the General Manager of the Commercial Union Life Company. In the past she has been elected as Vice President of the BoD of the Greek Institute for Insurance Education, a member of the BoD of the Greek Actuarial Association and the Private Insurance Supervisory Committee, served as a member of the Insurance Europe’ s Executive Committee and participated in a number of law preparatory committees and represented Greece in many conferences and meetings of the European Committee and the European Insurance and Reinsurance Federation (Insurance Europe).
Mr. Neill’s responsibilities include staffing ACLI’s Global Regulatory Strategy Group and International Market and Trade Committee and actively supporting ACLI President and CEO Susan Neely in her role as Vice-President of the Global Federation of Insurance Associations. In this role, Robert has been active in ACLI advocacy focused on international standard setting relating to a variety of issues including insurance capital standards, IAIS ComFrame, IAIS work to revise ICPs, IAIS/FSB process and accountability, OECD and IOPS workstreams on pensions and insurance, forced localization of data (cross-border data restrictions)/data privacy, and forced localization of reinsurance.
Prior to joining ACLI, Mr. Neill served as Senior Policy Analyst at the Federal Insurance Office at the United States Treasury Department, as Counsel at the Financial Planning Association and as Counsel at the Colorado General Assembly Office of Legislative Legal Services. He received his B.S. in Finance from Auburn University and his J.D. from Cumberland School of Law at Samford University.
