Hon. Tirso Raymond S. Gutierrez

Chief of Staff for eGovernment at Department of Information and Communications Technology

Currently serving as the Chief of Staff of the Office of the Undersecretary for eGovernment
at the Department of Information and Communications Technology, TR “Mon” Gutierrez
provides organization support for the strategic and transformational management of the
eGovernance objectives for the national government anchored on the eGovPHApp’s
interoperability features connecting all agencies both at the national and local level. His
role requires constant collaboration with the private sector and various local and
international agencies/institutions for technological exchanges and research initiatives.

Mon spent more than twenty-five (25) years in the banking, insurance and fintech industries
culminating with senior leadership roles in organizational transformations as president of a
wholly-owned subsidiary of UnionBank of the Philippines while assuming concurrent
assignments as Vice President for its retail banking, consumer finance and bancassurance..
After banking, he went on to join a couple of Fintechs (financial technology companies) as
Philippine country head.

Currently, he does part-time teaching handling subjects in economics, finance, strategic
management and digital transformation at De La Salle University and the DLSU-College of
St. Benilde.

He also serves as member of the Board of Advisors at the De La Salle University College of
Computer Studies and at the East Avenue Medical Center as a curriculum consultant and
digital transformation journey advisor respectively.

Mon finished his Bachelor of Arts in Economics at the De La Salle University through a full
scholarship from the Japan Foundation, earned his Strategic Management Course Certificate
from the Executive Education and Lifelong Learning Program of the Asian Institute of
Management (AIM) and is currently pursuing Master of Arts in Public Administration at the
National College of Public Administration and Governance of the University of the
Philippines- Diliman
