James Bledsoe is the Director of the U.S. Department of Commerce- U.S. Commercial Service’s eCommerce Solutions Center (ESC), based out of Tacoma Washington. James is a U.S. Air Force veteran (’99-’10) and holds a Master’s Degree in International Relations from the University of Washington’s Jackson School of International Studies (JSIS), where his focus was China’s heavy and light industries and market access; James also holds an undergraduate degree (B.A.) in Political Science and China Studies from Washington State University.

Efrem Bycer is a member of LinkedIn's Global Policy Partnerships team where he leads sustainability and workforce policy partnerships. Leveraging LinkedIn's Economic Graph insights, he works closely with government agencies, multilateral organizations, and NGOs to improve reemployment services, promote a skills-based labor market, and grow the workforce we need to transition to a greener economy. Aylin has formal training in computer science, information systems engineering, and robotics. Her research interests lie in artificial intelligence (AI) ethics, AI bias, computer vision, natural language processing, and machine learning. Bias and ethics in natural language processing and machine learning have been her primary focus since 2016. She analyzes the underpinning mechanisms of information transfer between human society and AI. To investigate the reasoning behind AI representations and decisions, she develops evaluation methods and transparency enhancing approaches that detect, quantify, and characterize human-like associations and biases learned by machines. She studies how machines that automatically learn implicit associations impact humans and society. Overall, her goal is to ensure that AI is developed and deployed responsibly, with consideration given to societal implications.
Richard Cantor is Vice Chairman of Moody’s Investors Service (MIS) and a key external spokesperson for the credit rating agency on market developments with investors, regulators, academics and other market participants. He is particularly focused on shaping the methodological approaches employed by the company in ESG- and climate-related markets. Mr. Cantor also serves as Chair of the U.S. National Committee of the Pacific Economic Cooperation Council (PECC), and International
Co-Chair of PECC.
Prior to his current role, from 2008-2022, Mr. Cantor served as MIS’ Chief Credit Officer and was responsible for the rating agency’s global credit strategy and thematic research, the quality and consistency of its ratings across regions and sectors, and the
procedures, methodologies, models, and tools used in the determination of ratings.
Concurrently, from 2009 to 2019, Mr. Cantor also served as Moody’s Corporation’s Chief Risk Officer and in this role, led the firm’s global risk management function.
Mr. Cantor was appointed in 2015 by the U.S. State Department to a three-year term on the Asia Pacific Economic Cooperation (APEC) Business Advisory Council (ABAC), during which he chaired ABAC’s Financial and Economic Working Group.
Prior to joining Moody’s, Mr. Cantor held a variety of positions at the Federal Reserve Bank of New York, including in the Capital Markets Group and the Discount Window, and was an adjunct professor at New York University’s and Columbia University’s
business schools. He has also taught Economics at UCLA and The Ohio State University. Mr. Cantor holds BA degrees in English and Economics from Tufts University and a PhD in Economics from Johns Hopkins University.
Antony Cook is Microsoft’s Regional Vice President and Chief Legal Counsel for Corporate, External and Legal Affairs (CELA) for Asia. Antony leads a multi-disciplinary team of 70 professionals that are responsible for providing legal and compliance support to business groups operating in the region; industry, community and government affairs counsel to Microsoft’s in-country operations; and support for digital security, intellectual property and data protection issues.
Antony joined Microsoft in 2002 in Sydney leading the legal support for Microsoft’s businesses in Australia and New Zealand. Antony moved to Singapore in early 2006, initially working as the Regional Director for Public Sector support in Asia Pacific before taking responsibility for the CELA team for Microsoft’s businesses in South East Asia in July 2007. Antony moved to Istanbul in December 2010 to build and manage the CELA team in the Middle East and Africa and held that position until 1 August 2017 when he returned to Singapore and his current role.
Prior to joining Microsoft, Antony had responsibility for business development and corporate functions across Asia and Europe as Head of Business Affairs for BT LookSmart. Antony also worked for four years with the law firm Freshfields Bruckhaus Deringer as a Senior Associate in their Hong Kong office specializing in telecom and IT transactions across Asia. Antony started his career at Moore & Bevins (now K&L Gates) a Sydney based full service commercial law firm.
Antony is Vice President of the Singapore Chapter of the Association of Corporate Counsel, a member of the Executive Committee of the Board of the National Association for APEC, a Director on the Board of the Singapore International Mediation Center and a member of the Singapore Management University School of Law and Technology Advisory Council.

Appointed in August 2022. Member of the Colombian Foreign Service since 1988, he reached the rank of Ambassador in 2011. Prior to his current position, the performed as Advisor to the Foreign Minister (2020-2022), Deputy Chief of Mission in the Embassy of Colombia to the Kingdom of Belgium, the Great Duchy of Luxembourg, and the Mission of Colombia to the European Union and NATO (2015-2020). Previously, he was the Director for European Affairs (from January 2014 to October 2015) and Director of Territorial Sovereignty and Borders Development (from August 2010 to January 2014). Within the Ministry of Foreign Affairs, he has also held positions at the Borders Division, the Under- Secretariat for Economic Affairs, the United States and Canada Office, the Minister’s Office (where he was Chief of Staff in 1996), the Diplomatic Academy, the Office of Multilateral Affairs (Coordinator for the Anti -Illicit Drugs Group). Abroad, he was posted at the Embassy of Colombia to the United States (1991-1994, and 1997-1999); the Embassy of Colombia to Italy, and to the United Nations Agencies in Rome (2005-2009).

Jessyn Farrell, J.D., is a leader in building public consensus on difficult issues related to the environment, housing, transportation, and the economy. A long-time environmental advocate, Jessyn served as a state legislator from the 46th District where she passed ground-breaking legislation on oil-by-rail safety, affordable housing near transit centers, education supports for low-income and homeless youth, protections for pregnant workers and restrictions to cell-phone use while driving. As Executive Director of Transportation Choices she led advocacy efforts resulting in billions of dollars in regional light rail investments. Jessyn is currently the Director of Office of Sustainability and Environment for the City of Seattle where she leads the city’s work to advance climate and environmental justice, reduce carbon pollution and build healthy, resilient communities. She has three kids, a dog, and is working on her first book.

He presided over a number of projects funded by the National Natural Science Foundation of China, the National Social Science Foundation of China, and the National Soft Science Foundation of China, and several major projects of the central ministries and commissions of China, among which, the Rational Layout and Coordinated Development of Regional Economy, the Study on the Classification of China's Main Functional Areas and Their Classification Policies, and the Study on the Adjustment and Optimization of the Spatial Layout of New Towns and Cities in the 14th Five-Year Plan Period were awarded second/third prizes for excellent scientific research findings by the NDRC. He has published several academic works, including On the Optimization Strategy for the Spatial Layout of China's New Urbanization and Theory of Uneven Development of Regional Economy, as well as more than a hundred papers in academic journals at home and abroad.
Hafimi Abdul Haadii is from a 3rd generation business family in Brunei Darussalam and currently Executive Director of LVK Group of Companies. Her formative years were spent in Brunei, New Zealand and Australia. She is the Chairperson of Competition Commission of Brunei Darussalam since 2018 and a former Member of the Legislative of Brunei Darussalam from 2017-2022.
She is a founding member of the Young Entrepreneurs Association of Brunei (YEAB) in 2000, and its President from 2012-2013 and Advisory Member since 2018. From 2008-2013 she was part of the team which started the ASEAN-China Young Entrepreneurs Forum with Brunei successfully
hosting the 5th edition of the Forum in 2013. Up till today the cause of young entrepreneurs remains very much at the core of what Hafimi enjoys outside of her other roles and is an Advisory Member to the YEAB In 2013 Hafimi was appointed to the APEC Business Advisory Council as a Member for Brunei Darussalam and had several active roles as a Woking Group Chair (2019-
2020) & Co-Chair (2017-2018) for ABAC’s Micro, Small & Medium Enterprise and Entrepreneurship Working Group and Co-Chair (2015) for Sustainable Development Working Group. She is currently the Chair for ABAC’s Inclusion Task Force (2023).

Kenji E. Kushida is Senior Fellow at the Carnegie Endowment for International Peace Asia Program directing Japan programming, and he leads the Japan-Silicon Valley Innovation Initiative @ Carnegie (J-SV). Previously a Research Scholar at the Shorenstein Asia-Pacific Research Center (APARC) at Stanford University, he spearheaded the Stanford Silicon Valley-New Japan Project (SV-NJ). He is also an International Research Fellow at the Canon Institute for Global Studies (CIGS) and nonresident senior fellow at the Tokyo Foundation for Policy Research (TKFD). He holds a PhD in political science from the University of California, Berkeley, an MA in East Asian studies and BAs in economics and East Asian studies, all from Stanford University.

Ginger is also a senior advisor to Equilibrium Capital based in Portland, Oregon. She is the former CEO and venture partner of two venture capital funds. She was chair and board member of a European-based investment fund. For ten years, Ginger was Co-Chair and member of the NASDAQ Listing and Hearing Review Council.
Kim Phan is a Specialist Leader in the Deloitte Environment, Energy and Governance practice where she works on climate change with a special focus on renewable energy and green shipping. She has almost 25 years of experience working on environmental policy and international law. Prior to joining Deloitte, she served as the Executive Director of the International Law Institute for more than 15 years. She was the United States – Asia Environmental Partnership representative to the Asian Development Bank. She has done several rotations with U.S. embassies throughout Asia focused on environmental technology and U.S. trade and investments with Asia.
Ms. Phan is a speaker at universities and international conferences and has taught all over the world. She is highly experienced in managing multi-cultural teams in an international setting.
Ms. Phan holds a BA in Political Science with a concentration in nuclear warfare strategy from Allegheny College. She has a Masters in the Study of Law from Northwestern University Law School. She teaches an annual course on Leadership and Management for Lawyers at the University of California Irvine Law School. Professor Kar Yan TAM is Dean of the Business School and Chair Professor of Information Systems, Business Statistics and Operations Management at The Hong Kong University of Science and Technology (HKUST). He is currently a board member of the European Foundation for Management Development (EFMD) and was the Past President of the Association of Asia Pacific Business Schools (AAPBS). Professor Tam also plays an active role in public services.
