Melanie has been the Burley Highway District clerk for 12 years, and absolutely loves her role. She is the proud mom of 3 sons and 1 beautiful granddaughter.
Jason Allen is a licensed Civil Engineer with 20 years of experience. Jason has worked in private
engineering as a consultant, and in the public sector as the Morgan County Engineer and Public Works
Director. During his diverse career, he has had the opportunity to work with and manage many people
spanning multiple generations, where he has gained a unique understanding of how the members of
different generations think and work. He also served for three years as the chair of the American Concrete Pipe Association Next Generation Task Group, which deals primarily with understanding and addressing the concerns of multi-generational relationships within the workplace and the engineering industry.
Engineer with over 40 years of road building, design and project management
experience. The majority of his career was spent in the private sector. Bruce has been with Highway District #4 for two years.
Graduate from BSU in civil engineering with Masters Degree in Geotechnical Engineering (anticipated Fall 2023). Has worked professionally for 5 construction seasons providing materials testing and project inspection for ACHD, ITD and ODOT projects. Max has been been on the forefront of this technology for ODOT and has now become a trusted resource for the inspection and problem solving using Cold Mix.
Susan Buxton directs the Idaho Department of Parks and Recreation, a position she has held since September of 2020.
Before coming to Parks, Susan served as the administrator of the Idaho Division of Human Resources.
Prior to joining state government, Susan had a varied and successful legal career over three decades, representing government agencies, businesses and individuals in matters of law concerning business, employment, the environment, government, litigation, municipal finance, public works, outdoor recreation, and water rights. Susan was a founding shareholder of the law firm Moore Smith Buxton & Turcke, now known as MSBT. She is licensed to practice law in Idaho and Oregon.
Jeremy Chou is an attorney at Givens Pursley in Boise. His practice includes adminisrative law, government affairs, lobbying and litigation. His past experience includes working at the Idaho Attorney General's Office, U.S. Senators Symms and Kempthone Offices and Governor Kempthorne's Office.
Justin Clapp has worked for the highway districts for over 16 years. He has 13 years at the West Point Highway District with one part time employee during the summer, and 3 years at the Gooding Highway District with 4 full time employees. One of his most rewarding and greatest learning experiences was placing the Jenson Bridge.
Don A. Clem, P.E., is the Vice President, Local Paving, National Ready Mixed Concrete Association (NRMCA). Clem is based in the Denver area, and is responsible for the Rocky Mountain region. Prior to joining NRMCA, Clem was Executive Director of the Portland Cement Association (PCA) Rocky Mountain and Northwest Regions, where he was responsible for improving and extending the use of cement in the region. Clem holds a BSCE from Virginia Tech and an MBA degree from the University of Colorado at Denver. He is a registered professional engineer and professional land surveyor in the state of Colorado.
Elizabeth (Liz) Conner has diverse 25 years experience of working with local governments, agencies and associations in the Treasure Valley. She became the Executive Director of the American Council of Engineering Companies of Idaho in 2020. Additionally, she manages the Idaho Qualification Based Selection Council (Idaho QBS).

Lindsay Dressler currently serves as a Risk Manager for ICRMP, the Idaho Counties Risk Management Program. In that role, she primarily focuses on providing guidance and education on Employment Practices Liability. Prior to working at ICRMP, Lindsay spent approximately five years with Ada County, in a variety of roles, including as their internal investigator, HR and Risk Manager, and Employee Benefits Manager. Lindsay draws on her education in government and politics and law, and her expertise with public sector legal compliance, to help clients manage and mitigate risk.
Affectionately known as Stephen’s left-hand girl Friday, Mandi is an Idaho native who received her Bachelor of Business Administration degree from Idaho State University. She has over 26 years of experience in business management and finance. Ten years included asset management, funding, and budgeting for a local government entity and four years working with various government entities throughout Idaho.
Sonna Lynn Fernandez has more than 30 years of planning and project management in local, metropolitan, county and state governments in Idaho. Currently, Sonna Lynn is a Project Manager with the Idaho Transportation Department and is the department’s federal grants administrator and gatekeeper.
Stephen has 35 years of experience with transportation and civil projects in Idaho, Montana, Nevada and Wyoming. During his career, Stephen has served as project manager/engineer on several hundred miles of roadway design projects, multiple transportation master plans and managed dozens of capital improvement programs and budgets for entities throughout the State.
After Graduating from The Ohio State University with a BS in Environmental Science, Robert started his career with METSS Corp, a research laboratory in Columbus, OH. He was the lead technician for developing a non-glycol aircraft deicer using environmentally friendly, renewable products. That research helped develop enhancers and corrosion inhibitors for traditional chloride deicers as well as non-chloride deicers. In 2001, Glacial Technologies was formed to promote the use of agricultural based enhancers and corrosion inhibitors in traditional chloride deicers as well as introduce a new line of non chloride deicers. Purchased by ADM in 2003, Robert was an ADM employee and the General Manager for Glacial Technologies through 2017. During his time at ADM, he helped grow the use of corn-based performance enhancers and corrosion inhibitors for the deicing and dust suppression markets, as well as developing new markets for alternative agricultural based intermediates in the asphalt and polymer industries. Since 2017, Robert has been the President of Glacial Support Services, LLC which provides support for the Glacial Technologies portfolio and in 2023 he became the Director of Sales for GMCO Corporation.
Andrew Hostad is the Fire Prevention Officer for the Boise National Forest focusing on educating the public about reducing human caused fires, while also promoting fires necessary role in forest ecosystems. He has worked in Fire Management with multiple agencies for over 22 years and throughout the US.
As a Blackfoot native and the leader of the Local Transparency Team John is helping to blaze the trail to increase public access to statewide financial information. John came to the State Controller’s Office from the private sector driven by the desire to help government demonstrate accountability to the public through open access to financial information. John is also an avid hunter and proud of his Greek Heritage.
Don has been a highway roads and gravel roads contractor for 19 years. Built Capital I Industries with family, in rural Saskatchewan, Canada. He's demonstrated Capital I equipment across North America for 30 Years.
Ken Kanownik is the Deputy Administrator at the Local Highway Technical Assistance Council (LHTAC). He administers the Leading Idaho Local Bridge Program, Children Pedestrian Safety Program and is the lead for planning related functions at LHTAC. Prior to serving at LHTAC Ken was the Transportation Planning and Development Manager at the Idaho Transportation Department, administered the Developer Contribution Fund for the Fairfax County Department of Transportation in Fairfax, VA and as a Bicycle and Pedestrian Engineer for the Virginia Department of Transportation Northern Virginia District Office.
Laila grew up in Troy, Idaho before moving to Boise to attend college. She graduated from Boise State University with a degree in Civil Engineering. She worked in the private industry for close to 10 years before joining the Local Highway Technical Assistance Council. She has held various roles at LHTAC including managing the Safety, LRHIP and T2 program, and is currently the LHTAC Administrator. She is married with two young daughters and enjoys skiing, playing with her family, and being outside.
Originally from Greencreek, Idaho, Kevin has lived in the Boise Area for the last 23 years. A 2007 Civil Engineering graduate of Boise State University, Kevin has worked for LHTAC since 2014. In that time LHTAC has administered over 200 local projects exceeding 100 million dollars in allocated funds. Kevin and his family enjoy camping, fishing, and most outdoor activities.
Molly is a Roadway Engineer at Burgess and Niple and their Boise office manager. Molly is a leader in B&N’s roundabout practice having studied, designed or evaluated over 60 roundabout in eight states including several compact and unique shaped roundabouts. Molly enjoys challenging herself and her team with complex projects that require out of the box solutions. When she’s not at work, Molly likes going on adventures with her four-legged roommate, Annie, and dreaming up her next home improvement project.
Shanna has been with the Raft River Highway District for 5 years. She ranches with her husband, Lee, and by ranching she means it has very little to do with cows and horses, and a lot to do with bookkeeping and food. She have four kids but only one still at home, and is enjoying this little less hectic time in her life.
Jackie is a dedicated professional with a background in public finance and administration. Originally a Canadian citizen, Jackie relocated to Idaho and has worked at the State Controllers since 2013. With a strong commitment to fiscal responsibility and governance, Jackie plays a pivotal role in ensuring transparency in public finances. Outside of the professional sphere, Jackie enjoys spending quality time with her family and indulges in the serene experience of camping during the summer months.
Trevor McDonald is a Professional Engineer, Certified Floodplain Manager, Envision Sustainability Professional, and earned a master’s in business administration and a B.S. in Integrated Engineering. He is passionate about efficiency and continuous improvement. Trevor enjoys cooking and the outdoors.
Lucas McHargue born and raised in Rockland, Idaho. He went to Las Vegas for a school internship and met his wife. They are raising 4 children, 15 year old daughter, 12 year old daughter, and twin 8 year old boys. He has been at Power County Highway District for 6 years.
Karissa Nelson is a licensed Professional Engineer with a MS in Civil/Environmental Engineering. She is the LTHAC environmental lead and also teaches environmental T2 classes. She has been with LHTAC for over ten years. Her work focuses on reducing environmental risk, and finding efficiencies that will have long term impact for Local Idaho Jurisdictions. Although she is not an Idaho native, she has Idaho roots with a grandfather was born in Victor, Idaho.
Jennifer Novak was appointed as the Secretary of the Senate on August 19, 2011 and is currently fulfilling her 7th term. As the chief legislative officer and parliamentarian for the body, she is responsible for managing the daily session proceedings, and oversees the handling of all official records and staff.
Dr. Stephen Odom is the founder and Chief Clinical Officer of First Responder Wellness, a first responder only behavioral health and addiction treatment program, Shift Wellness.
Dr. Stephen Odom and his team have years of experience assessing, creating and implementing internal and external behavioral care referral systems and providing professional training for healthcare professionals and First Responders nationally.
Dr. Odom holds a bachelor’s degree in Organizational Behavior, master’s degrees in Experimental and Clinical Psychology (Palo Alto University), a doctoral candidacy in Clinical Psychology, and a Doctorate (Ph.D.) with a focus in Healthcare Administration. Moreover, he is a licensed marriage and family therapist in the state of California and Idaho. In 2018 he was named a “Behavioral Healthcare Champion”, a national recognition awarded for development, delivery, and effectiveness of mental health and substance use disorder treatment services.

Bob Perkins is the Procurement Manager for Ada County, the largest county in Idaho, and has over twenty‐four years in the public procurement profession. Bob is a 1994 graduate of Boise State
University, where he earned a bachelor’s degree in Political Science. Bob is a Chapter member of the
Idaho Public Purchasing Association along with a Past President, and he is the 2017 recipient of the Idaho Public Purchasing Association’s “Frank Pierece Founders Award.”
Thayne has been developing and designing websites for nearly 20 years. He has personally built hundreds of sites during that time and started a number of companies. He helped found V Squared Creative and more recently BuildPlatform.com.

Jen Russell is the Prevention, Education, and Outreach Specialist for the Idaho Department of Lands (IDL). She is also a Type 2 public information officer and participates in wildland fire suppression efforts across the country. “Talking fire” is her passion and she takes every opportunity to help educate the public about all aspects of fire, from wildland urban interface issues and Firewise practices to emergency communications during a wildfire incident. She received a Master’s Degree
in Forestry and Human Dimensions of Natural Resource Management from Southern Illinois University in 2000, and has been working in natural resources ever since.
Stephen is a Forty-year veteran of the asphalt paving and maintenance industry. He works closely with contractors, counties, cities and DOT's to teach best practices in pavement maintenance and technologies.

Scott is a federal-aid engineer at Idaho’s Local Highway Technical Assistance Council where he loves helping Idaho’s local highway jurisdictions with bridge issues and projects. Prior to joining LHTAC in 2019 he was a bridge design engineer for 20 years. Scott has lived in Idaho for 15 years but is originally from Tennessee which is why he talks so funny. Go Vols!
