Edward F. McCann, Jr. joined the Montgomery County District Attorney’s Office February 1, 2016 as the First Assistant District Attorney. In this role, McCann oversees the day-to-day administration of the office as well as supervises the legal staff and the nearly 9,000 cases prosecuted by the office annually.

McCann comes to the Montgomery County DA’s Office after serving for 26 years in the Philadelphia District Attorney’s Office. Most recently, he was the First Assistant District Attorney for more than four years. In that position, he oversaw a staff of 300 attorneys and 200 support staff, managed the annual

budget, oversaw human resources and worked with city administration, police officials and other law enforcement agencies.

Prior to becoming Philadelphia’s First Assistant, McCann served as the Deputy of the Trial Division (2010-2011), Chief of the Homicide Unit (2002-2010), and Chief of the Felony Waiver Unit (1998-2002). He was an Assistant District Attorney in the law and trial division from 1989 when he joined the office to 1998.

A career prosecutor, McCann has been involved in some noteworthy cases and has taken more than 75 jury trials to verdict as well as litigated hundreds of bench trials. He led the grand jury investigation into the death of Danieal Kelly, a 14-year-old girl who died horribly neglected in her home while supposedly being monitored by the City’s Department of Human Services. He personally prosecuted and obtained convictions on all nine defendants charged in the case.

Dr. Sam Gulino is a board-certified anatomic and forensic pathologist. After a 25 year career in forensic pathology during which he published and lectured extensively in his primary fields of interest – sudden death, sudden unexpected infant death, childhood injury prevention, and child abuse – he moved full time to the field of pediatric pathology at Children’s National Hospital in Washington, DC. In addition to running the hospital’s autopsy service, he does general pediatric surgical pathology and has primary responsibility on the medical cardiac, pulmonary, and liver pathology services.

Edward Louka is a graduate of Widener Law School and attended Bloomsburg University for undergraduate studies in history and political science. He joined the District Attorney's Office in 2006. Mr. Louka worked for the District Attorney’s office from 2006 to 2013 where he served in the Special Victims Unit and the Major Crimes Unit. He returned to the District Attorney’s Office in 2017. Mr. Louka has previously worked as a civil insurance defense attorney with the law firm Marshall, Dennehey, Warner, Coleman, and Goggin in both Pennsylvania and New Jersey. Prior to re-joining the District Attorney’s Office in 2017, Mr. Louka was an Assistant District Attorney with the Philadelphia District Attorney’s Office where he worked in the Family Violence and Sexual Assault Unit and the South Bureau.

Throughout his career, Mr. Louka has prosecuted a wide array of crimes ranging from Capital Murder, Rape, Sexual Assault, Domestic Violence, Robbery, Drug Delivery Resulting in Death, Firearms and Narcotics crimes, and Homicide by Vehicle. Mr. Louka served the District Attorney’s Office as the Chief of the Special Investigations/Major Crimes Unit and the Chief of the Homicide by Vehicle/Crash Investigations Unit until becoming the First Assistant District Attorney in January of 2024.

Jovin Jose joined the Bucks County District Attorney's Office in 2015. Prior to joining the Bucks County District Attorney’s Office, Mr. Jose worked as a judicial law clerk to the Honorable Wallace H. Bateman, Jr. of the Bucks County Court of Common Pleas. Mr. Jose is a graduate of Widener Law School and attended Villanova University for undergraduate studies in political science.

Mr. Jose currently serves the Bucks County District Attorney’s Office as the Chief of the Special Investigations/Major Crimes Unit. Mr. Jose is also the Chief of Grand Jury, overseeing various investigations including unsolved homicides before the Bucks County Investigating Grand Jury.

Kevin Steele is a career prosecutor and has been the elected District Attorney of Montgomery County since 2016. As District Attorney, Kevin serves as the chief law enforcement officer of Montgomery County overseeing the 155 prosecutors, detectives and staff in his office as well working with the police in the 50 departments in his jurisdiction and other federal, state and local partners.

Along with Kevin’s administrative responsibilities as District Attorney, he continues to personally prosecute cases in court and has a deep commitment to victims and victims’ rights. He was honored in 2019 for his work on behalf of victims with the Governor’s Victims Service Pathfinder Award.

Throughout his career, Kevin has been committed to community involvement and public service. He currently serves as the President of the Pennsylvania District Attorneys Institute, on the Board of Directors for the National District Attorneys Association and as a member of the Major Counties Council for the Association of Prosecuting Attorneys.

Kevin is the Board Vice President of Penn Wynne-Overbrook Hills Fire Company as well as a board member of the Baldwin School, Mission Kids Child Advocacy Center and the Montgomery County.

He just completed a year serving as Chairman of the Liberty Mid-Atlantic High Intensity Drug Trafficking Area Executive Board. A longtime Penn State alumni volunteer, Kevin served on the Penn State Board of Trustees (2017–2019), as Penn State Alumni Association President (2015–2017) and on the Alumni Association’s Alumni Council (2005–2019).

Kevin was inducted into the American College of Trial Lawyers, and has taught prosecutors for the Pennsylvania District Attorneys Institute.

Allison Ruth joined the Montgomery County District Attorney’s Office in August 2018 and is currently serving as an Assistant Chief in the Pre-trials and Diversion Unit. During her time in the office, she has successfully prosecuted over a dozen homicides and the Attempted Murder of a Police Officer, where the defendant was sentenced to 27-54 years of incarceration after trial. Most recently, Allison served as Captain of HIDTA (High Intensity Drug Trafficking Area) where she conducted two large scale wire

investigations, dismantling one drug organization responsible for shipping 800 pounds of crystal methamphetamine from California to Pennsylvania and the other for trafficking large amounts of Fentanyl throughout Philadelphia and Montgomery Counties.

Allison also served as Captain of the Firearms Unit prosecuting cases involving the illegal transfer of firearms, possession, and use of firearms in violent cases, including homicide, robbery, and assault and as the Captain of the Family Protection Unit, which prosecutes domestic violence, sexual assault, child abuse, and elder abuse cases.

Prior to joining the Montgomery County District Attorney’s Office, Allison served as an Assistant District Attorney for the Philadelphia District Attorney’s Office for 10 years. For 2 of those years, Allison was designated as the non-fatal shooting prosecutor for Central Division, vertically prosecuting non-fatal shootings that occurred in North Philadelphia and offenders who committed multiple gun point robbery sprees. For her final 3 years in the Office, Allison had the privilege of serving as a line ADA in the Homicide Unit. At any given time, her caseload consisted of 25-30 homicides in which she was the sole prosecutor.

Nate Boob is here to help you save lives. As the Traffic Safety Resource Prosecutor for the Pennsylvania District Attorney’s Office, he provides investigative and prosecutorial assistance, research, and education in traffic-related criminal matters. Nate brings to the office over 20 years of trial experience, handling the gambit of criminal prosecutions from summary offenses to homicides in over 25 counties across the Commonwealth.


Nate began his career in the Dauphin County District Attorney’s Office while attending the Dickinson School of Law of the Pennsylvania State University. After working in the drug prosecutions section both as a certified legal intern and as a Deputy District Attorney, he moved to the Centre County District Attorney’s Office where he prosecuted various cases including DUI, vehicular homicide, murder, all serious felonies, and high-profile cases from investigation through appeal. After 12 years, he returned to Cumberland County where he became Chief of Trials. Nate completed two appointments as a Special Prosecutor for the Pennsylvania Office of Attorney General, prosecuting a wide variety of crimes across the Commonwealth. He most recently served as a Chief Deputy District Attorney in Franklin County.

During his time as a prosecutor, Nate conducted a multitude of training for the Pennsylvania State Police, local police departments, and Pennsylvania State University. He is a career prosecutor, focused on helping you achieve justice.

Kelly Lloyd has been employed by the Montgomery County District Attorney’s Office since 2010. She is currently the chief of the Diversion and Pretrial Division, overseeing the county’s Pretrial Services Unit, all Diversionary Programs and Treatment Courts, as well as all the entry level attorneys in the office. In addition, she maintains a minimal caseload of homicide cases.

Prior to her current role, Ms. Lloyd served as an Assistant Chief of the Trials Division, overseeing all of Montgomery County’s drug and firearms prosecutions. She was also previously Captain of the Grand Jury Unit, in which she led investigations into public corruption, as well as homicides and other complex investigations. During her tenure as Grand Jury Captain, the Grand Jury issued a comprehensive report on The Opioid Epidemic, which took an extensive look into the overprescribing of pain medication, leading

into the heroin/fentanyl crisis facing not only Montgomery County, but the nation as a whole, and its impact on the criminal justice system. The Montgomery County Investigating Grand Jury also recommended charges against multiple prison guards in a vicious assault committed against two inmates, and the guards efforts to thwart the investigation and cover up their behavior, which Ms. Lloyd prosecuted.

In addition to her current role in the Montgomery County District Attorney’s Office, she serves as a Legislative Liaison on behalf of the Pennsylvania District Attorneys Association. She works with PDAA’s Executive Director, Kelly Callihan, advocating on behalf of the Commonwealth’s District Attorneys with our state legislators, including speaking with elected Senators, Representatives, and their staff on proposed and existing legislation. Ms. Lloyd graduated from Juniata College in 2007 and from Penn State Law in 2010.

Ayako (Aya) Chan-Hosokawa is a forensic toxicologist and toxicology technical team leader with NMS Labs in Horsham, PA. She earned her Bachelor of Science in Chemistry from Stockton University in 2004 and her Master of Science in Chemistry from the University of Minnesota in 2006. Ms. Chan-Hosokawa is also certified as a Diplomate through the American Board of Forensic Toxicology (ABFT) and is a member of the Society of Forensic Toxicologists (SOFT), the American Academy of Forensic Sciences (AAFS), the

International Association of Forensic Toxicologists (TIAFT), and International Council on Alcohol, Drugs and Traffic Safety (ICADT).

Ms. Chan-Hosokawa’s responsibilities include toxicological case review, expert testimony and expert opinion reports, client communication and education for toxicological matters, litigation document review, and analytical specification preparation for new and redeveloped tests. She is also committed to improving the processes and standardize practices used within the toxicological services department.

Professionally, Ms. Chan-Hosokawa’s primary area of interest is driving under the influence of drug (DUID); she evaluates positivity data, the changes in drug trends and observed blood drug concentrations and has presented the findings at national conferences. Her emphasis is to help maintain NMS Labs’ leadership role in human performance toxicology testing by developing appropriate scopes of analyses at the sensitivities required for DUID investigations and working closely with DREs on their observations and inputs. She has testified over 120 times in various jurisdictions (for both prosecution and defense) and routinely provides written expert opinion reports. She also serves as a faculty member for the

Pennsylvania District Attorneys Institute (PDAI) for their annual training of prosecutors and investigators and was involved in the 2021 updates to the National Safety Council’s Alcohol, Drugs, & Impairment Division’s recommendations for drug testing in DUID cases. Her recent publications include Emergence of Delta-8 Tetrahydrocannabinol in DUID Investigation Casework: Method Development, Validation and Application and 11-Year Study of Fentanyl in Driving under the Influence of Drugs Casework.

Jodi Lobel is the Executive Deputy Attorney General to Attorney General David W. Sunday, Jr.

Prior to joining OAG, Ms. Lobel proudly served at the Philadelphia District Attorney’s Office for 25 years, where she prosecuted cases in the Homicide, Major Trials, Habitual Offender, Juvenile and Municipal Court Units. Ms. Lobel held supervisory positions as Chief of the Felony Waiver Unit, Chief of the Charging

Unit, Deputy of the Pre-Trial Division and Deputy of the Trial Division where she was in charge of six geographically zoned trial bureaus, the family violence and sexual assault unit and the homicide unit. Ms. Lobel also served as Deputy of Training and Special Projects where she created and implemented training curricula for Assistant District Attorneys of all experience levels, including supervisors.

Ms. Lobel is a frequent lecturer in the areas of trial advocacy, pre-trial processes and reform, eyewitness identification and supervisory, managerial and leadership training.

She was a recipient of the Legal Intelligencer "Woman of Distinction" award in 2010. She was a member of the Pennsylvania Criminal Rules Committee by appointment of the Supreme Court of Pennsylvania.

Fran Chardo has served as District Attorney of Dauphin County since 2018. Mr. Chardo heads a staff of 31 prosecutors, 12 detectives, and 34 support staff. He has been a prosecutor for 28 years. Mr. Chardo is board certified in criminal trial advocacy by the National Board of Trial Advocacy. In 2002, he served as a special prosecutor in York County, Pennsylvania in connection with the trial of the 1969 race riot murder of Lillie Belle Allen. He is an adjunct professor at Widener University Commonwealth Law School and serves as an advocacy instructor at the Dickinson School of Law of the Pennsylvania State University. Attorney Peter Weeks is the District Attorney in Blair County Pennsylvania. Pete served as a specially assigned drug prosecutor from 2007-2017, where he prosecuted drug law violations and other drug-related offenses including crimes of violence. He has supervised and prosecuted over 3000 drug investigations as well as multiple homicide investigations and prosecutions.

Pete served as the First Assistant District Attorney under District Attorney Consiglio from 2018-2020 and currently prosecutes a full spectrum of cases including drug-related offenses, assault cases, child abuse cases, sexual assault cases and homicide cases.

Ms. Schorn, a Bucks County native with over a quarter-century of experience as a prosecutor, became the Bucks County District Attorney in January 2024.

Ms. Schorn joined the Bucks County District Attorney’s Office as an Assistant District Attorney in 1999. She was appointed the First Assistant District Attorney in 2021 after previously serving in the dual role of Chief of Trials and Chief of the Grand Jury Division.

During her career, Ms. Schorn has prosecuted all types of criminal cases including murders and major crimes, and is credited with helping solve a number of cold case homicides in Bucks County. During her time in the office, she has also served as a Trial Coordinator, and as coordinator for staff training and development.
