Uganda and Tanzania have made significant progress in their respective oil and gas sectors, from
exploration to development. Tanzania has discovered significant gas (over 57 Tcf) resources and
developed some, and Uganda has discovered commercial oil resources (STOIIP of 6.5 billion
barrels) that are yet to be commercialized.
In this session, panellists will discuss:

The development of petroleum resources is a highly capital-intensive phase in the exploitation journey. Over US$10 billion will be invested in the development of the oil fields in Uganda. Another US$3.5 billion will be spent on developing the East African Crude Oil Pipeline (EACOP) that crosses both Uganda and Tanzania.
Several policies and laws have been put in place to ensure that the participation of local persons and enterprises is maximized. The recently concluded Host Government Agreements (HGA) for the EACOP provides for local participation.
In this session, panellists will discuss:
• Local content policies in Uganda and Tanzania
• Registration and eligibility for the National Supplier Database
• Private sector compliance to regulations and other environmental matters
• Challenges that hinder Uganda and Tanzanian locals and enterprises from participating
• In the oil & gas industry, which can be resolved before the construction phase commences
• The Tanzania experience in skills development from gas pipeline projects that have previously been developed in Tanzania
• The experience of working in both Uganda and Tanzania
• Cross border joint ventures; lessons learned
• Joint ventures and farm-in arrangements with companies holding licenses in the country
The EACOP will be funded through project finance, while the upstream projects will be funded
by corporate finance. There have been reports of challenges in securing financing for Oil & Gas
projects in light of the energy transition movement, world over. This comes at a time when the
East African region is set to develop its petroleum resources to create value and accelerate
socioeconomic transformation. This session interrogates the financing journey and challenges of
the petroleum projects in Uganda and Tanzania.

The EACOP will provide business opportunities for various sectors of the economy involved in the pipeline design, construction, and operation of the project, and it will create a trickle-down economic effect spurring the development of local content. The development and maintenance of the pipeline infrastructure in the two countries will also contribute to the capacity building and know-how of national service providers, technology transfer and skills.
Along the pipeline route, service roads and rail will be upgraded or developed to facilitate the access too, and maintenance of the pipeline during its construction and operations. Roads will increase accessibility to the areas traversed by pipeline and enhance the movement of goods and people, and overall economic exchanges. The pipeline will also have an effect on housing, health facilities, the food value chain and other sectors.
This session will delve into how the two countries can participate in available opportunities.
