Our goal with the creation of this Association is two-fold. To create an organization to focus on negotiations training in New York and to have a national voice in the art of police negotiations. As you may know, hostage negotiations originated in New York City in 1973 that was developed by Dr. Schlossberg and Captain Frank Bolz. The absence of a formal organization in New York to continue with the goals of negotiations has prompted the need to develop this association to continue with quality training and networking that will continue to facilitate successful negotiations in policing and corrections.
