We’re Not Just “Trailer Parks” Anymore: Your Guide to Meeting Affordable and Workforce Housing Needs through Manufactured Housing [Room 110 C,D] Ginger Bidegaray•Teri Ottens
The issues of affordable and workforce housing are something every city faces right now. One form of housing, manufactured housing, has been recognized by the US Department of Housing and Urban Development (HUD) as one of the best affordable housing options available. But “trailer parks” have a bad rap, with the old version of crowded single-wides, stuffed in industrial areas with no amenities, poor management and poorer residents, that comes to mind. This presentation will present a more realistic and current picture of what manufactured housing can offer a city or county, whether in a planned community or on individual lots. It will discuss federal and state laws, zoning options available to make this happen in a manner that will ease the mind of county residents, and examples of successes around the state and country. It will address how to reduce NIMBYism and provide real options for addressing critical housing needs.

Public Housing Authorities in Idaho [Room 110 C,D] Deanna Watson
Idaho State statutes establish public housing authorities. The statutes address our purposes and our areas of responsibility as “instrumentalities” of local governments. These statutes govern all public housing authorities in the state, but my discussion will be focusing on Boise and Ada County, the jurisdiction of the Boise City Ada County Housing Authorities. Most of our funding comes from the federal government but we are empowered to administer programs and develop, purchase, and manage affordable housing via the boundaries and tools established through the State statutes. This workshop will cover the types of work we perform on behalf the City of Boise and the communities within Ada County along with some information about our legal under-pinnings, how my board of Commissioners is appointed by local government, and how we work under a Joint Powers Agreement between the City of Boise and the Ada County Commissioners.

An overview of Idaho Power’s Operational Cloud Seeding Program [110 A,B] Derek Blestrud
Idaho Power has operated a cloud seeding program in southern Idaho since 2003. The goal of the program is to provide additional mountain snowpack in the winter, increasing water supplies within the Snake River basin. This becomes water for Idaho Power’s hydroelectric projects, which provides clean, low-cost power for our customers. The additional water also benefits irrigators, winter recreationists, fish and wildlife and river users.

Idaho’s Creative Economy: Placemaking for Intentional Development [Room 120 A,B] Alison Espindola
Engaging in intentional creative placemaking helps your community members meaningfully connect to development, taking an active part in the care and maintenance of a place and its social fabric. It’s about activities such as building preservation and keeping the cultural memories and history associated with a location alive. It supports the ability of local people to maintain and reflect their community as they see it. Using the “lens” of creative placemaking, communities and leaders can address various community challenges such as public health, safety, economic development, and housing. This presentation is an introduction to creative placemaking and a review of the value to a community demonstrated through case studies.
